195 <br /> <br /> Progress Report, Re: Development of Bicycle Trail System <br /> Mr. Sooby presented the staff report regarding this matter, stating this had <br /> been requested by the Mayor last week° H~ further stated that due to press of <br /> other items of work for the Engineering Department authorization to retain Lamp- <br /> man and Associates of Walnut Creek, to provide the services necessary for bike <br /> lane development is being requested. The lanes to be developed are: (1) Hopyard <br /> Road - Black Avenue to Johnson Industrial Drive; (2) Santa Rita Road - Arroyo del <br /> Valle to West Las Positas Blvdo; (3) First Street and Sunol Blvd.- Vineyard Ave- <br /> nue to Arlington Drive; and (4) Bridges on Hopyard Road and First Street. <br /> <br /> Councilman Herlihy expressed his concern regarding the hiring of consultants <br /> for so many projects and stated he felt more personnel should be hired on the <br /> City staffc <br /> <br /> Councilman Mori stated he felt contrary to this; expanding staff will not pay <br /> dividends in the long run and that specialty projects can be done more efficiently <br /> by consultants. <br /> <br /> Mr. Edgar explained that a City employee gets involved in the daily routine <br />of staff work and does not accomplish specific items whereas a consultant only <br />has the one project to be responsible for thus the goals and objectives of the <br />City can be achieved in this manner. <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Kinney, authorizing <br />the appzopriate City officials to execute a contract with Lampman and Associates, <br />1855 Olympic Blvd., Walnut Creek, to provide the following work with regard to <br />bike lane development: (1) Review routes, discuss with engineering staff and deve- <br />lop recommendations for suitable bide lanes. Lanes may be interim or permanent, <br />depending upon the particular circumstances for each specific route. Preliminary <br />plans to staff review committee; (2) Prepare plans and specifications, ready to go <br />to bid, for development of these lanes. Project should be broken down in phases <br />to allow adjustment of construction as necessary to fit budgeted funds; (3) De- <br />sign should include signs, pavement markings, berms railings, ramps, etc., to <br />properly delineate the bike lanes and make them as safe as we reasonably can com- <br />mensurate with roadway conditions; and (4) Review City's Traffic Ordinance and <br />recommend revisions to permit bicycle riding on sidewalks. <br />The 2oll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br />Report, Re: Request for Holding Tank by Masonic Lodge <br />Mr~ Sooby presented the staff report regarding this matter, stating that a <br />request has been received from the Alisal Masonic Lodge for approval of a sewage <br />holding tank in conjunction with the proposed development of their new lodge <br />building on Black Avenue. <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Kinney, that <br />Resoluticn No~ 74-10, approving a sewage holding tank for the Alisal Masonic <br />Lodge on Black Avenue, subject to the following conditions: (1) That detailed <br />plans, showing the location, method and materials of construction as well as other <br />pertinent data concerning this holding tank be submitted to and approved by the <br />Director of Engineering Services prior to issuance of a.building permit for this <br />development; (2) That the property owner enter into a standard holding tank agree- <br />ment with the City prior to issuance of a building permit for this development. <br />Execution of this agreement by proper City Officials should be authorized by <br />approval of this application; and (3) That applicant acknowledge to the City in <br />writing that he is aware of the probable cost in properly maintaining this hold- <br />ing tank and that he is prepared to accept this financial responsibility until <br />connectien to the sewer system is accomplished. This acknowledgement should <br />contain an estimate of the monthly charge for pumping of the tank, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Peareon <br />NOES: None <br />ABSENT: None <br /> <br /> 5. 1/14/74 <br /> <br /> <br />
