Mr. Sooby presented the staff report regarding this matter, stating that as a <br />part of the City's efforts to reduce its use of energy by a minimum of ten percent <br />for the duration of the current energy shortage, the staff has undertaken a survey <br />of street lighting to determine whether or not the City might turn off certain <br />existing street lights. The initial segment of the City selected to undergo this <br />street light survey was the area bounded by Pleasanton Canal on the south, Route <br />580 on the north, Hopyard Road on the east and Route 680 on the west. A committee <br />consisting of representatives of the City Manager's office, Engineering Department, <br />Police Department, and Mr~ Chris Kinzel, Traffic Engineer for the consulting firm <br />of Lampman and Associates and also a Pleasanton resident in volunteer effort, was <br />set up to discuss criteria to be used and procedures to be followed in effecting <br />this street light survey. <br /> <br /> M~o Sooby stated the first area studied, essentially the Valley Trails, Val <br />Vista and Hopyard Road area, has been studied over the past two weeks with the <br />following results: it has been suggested by the committee that in the study area <br />described a total of 129 street lights can be de-energized for the duration of <br />the energy shortage without serious detrimental effect upon the community and its <br />citizens, effecting a 30% decrease in power use in this area. Based upon the <br />results of this first study area, it appears extremely hopeful that the City of <br />Pleasanton will experience little difficulty in effectlug the planned ten percent <br />reduction in electrical energy used through the judicial disconnection of street <br />lights and other energy conservation efforts. <br /> <br /> The Council was advised that by recent action of the Public Utilities Commis- <br />sion, a 15% reduction will have to be undertaken of the City's energy use. <br /> <br /> Mr~ Sooby displayed a map showing where lights were to be turned off, and <br />recommended that a public hearing be scheduled regarding this matter. <br /> <br /> Councilman Herlihy requested to be taken on a tour of the area where the <br />street lights are to be de-energized° <br /> <br /> Mr. James J. Thomas, 3559 Glacier Court South, presented statistics of a <br />personal survey that he conducted on street lights, and stated he felt more <br />lights should be turned off in the commercial area of downtown rather than in <br />the residential sections. He requested that the City Council look carefully <br />where lights are turned out and that police patrol be increased where dim-out <br />occurS~ <br /> <br /> It was the consensus of the City Council to schedule a public hearinE <br />regarding de-energizing of lights in the area as designated in the report of <br />the Director of Engineering Services dated January 11, 1974. <br />Reporr~' Re.: .Amending. Master Plan for Amador Valle7 Communit7 Park <br /> This item was continued for two weeks at the request of staff. <br /> <br />Report~ Re: Request to Retain Architect for Cultural Arts Building <br /> Mr. Sooby presented the staff report regarding this matter, requesting that <br />3o Jack Bras and Associates be retained as the architect for the Cultural Arts <br />Building at the Amador Valley Community Park for a maximum fee of $5,500.00. <br /> <br /> Councilman Reid questioned the need for architectural services for portable <br />buildings. Mr~ Campbell explained that City staff had never performed this <br />type of work before, that the buildings are designed to the square footage <br />needed but they have to be architectually treated. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, <br />approving retention of J. Jack Bras and Associates to perform architectural <br />services in conjunction with development of a Cultural Arts facility at the <br />Amador Valley Community Park on an hourly rate not to exceed a maximum fee <br />of $5,500.00. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br /> 4. 1/14/74 <br /> <br /> <br />
