Report of the Water Committee~ Re: Final Water Management Agreement <br /> Mro Scheidig presented his report regarding this matter, stating that the Joint <br />Exercise of Powers Agreement for implementation of the Valley-wide Water Management <br />Plan has been prepared in final form following numerous changes and should be <br />approved by City Council in order that formal signing by the agencies involved may <br />be consummated. <br /> <br /> Councilman Herlihy stated he was against creation of another form of government <br />to answer to and felt there were already sufficient agencies in the Valley capable <br />of handling this responsibility and would vote against this Joint Exercise of <br />Powers Agreement. <br /> <br /> Councilman Mori stated the proposed agency would be comprised of members of <br />each Valley jurisdiction and would well represent the interest of the Valley, and <br />it was the result of much study by the Water Interest Committee as the best method <br />of implementing the Water Management Plan as mandated by State. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, approving <br />a Joint Exercise of Powers Agreement to implement a regional water quality manage- <br />ment system as presented to the City Council at their meeting of January 14, 1974, <br />and authorizing the Mayor to execute the same. <br />The roll call vote was as follows: <br />AYES: Councilmen Kinney, Mori, Reid, and Mayor Pearson <br />NOES: Councilman Herlihy <br />ABSENT: None <br /> <br />Report of the Sewer Committee~ Re: Progress of Ci. ty/V,C.S.D. NegOtiations <br /> Mr. Edgar presented a letter from Brown and Caldwell, Consulting Engineers, <br />dated January 11, 1974, regarding the proposal to phase out the Sunol Plant, and <br />the rate structure to be employed for V.C.S.D. sewage treatment plant capital <br />cost recovery. He emphasized that the numbers were subject to change but that <br />the concept was the important factor. He explained the letter in detail and <br />the computation breakdown of proposed user charges. He further stated the basic <br />thrust of the proposed revenue program is that existing residents will pay <br />capital costs and costs of depreciating existing facilities, while new residents <br />would pay for capital costs and costs of depreciatin2 new facilities. In addi- <br />tion, all Pleasanton residents (existing and new) will pay capital costs and <br />costs of depreciating facilities to accommodate the phase out of the Sunol Plant. <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Herlihy, <br />approving the concept of an agreement between V.C.S.D. and the City regarding <br />financing of the phase out of the Sunol Sewage Treatment Plant. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br /> Councilman Herlihy complimented the Sewer Committee on their efforts in this <br />regard. <br /> <br /> Mayor Pearson recessed the meeting at 9:00 P.M. <br /> <br /> Mayor Pearson reconvened the meeting at 9:05 P.M. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions presented at this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />Report, Re: Preliminar7 Report on Street Light Survey in conjunction with Energy <br />Conservation Efforts <br /> Mr. Campbell stated that the original Energy Report dated November 30, 1973, <br />revealed street lights as the major user of energy. He further stated a street <br />light survey had been conducted in one area of the City but that any reduction in <br />street lighting would not affect the welfare and safety of the citizens. <br /> <br /> 3. 1/14/74 <br /> <br /> <br />
