Report of the Planning Commission, Re: Willow West Properties for an amendment <br /> to the General Plan from Limited Industrial, General Industrial, Highway Com- <br /> merical, Service Commerciai~ Professional and Administrative Offices~ and Parks <br /> and Recreation; to Limited .!nd.~stF~al., General Indust~.i~l~. H~hwa7 Commercial <br /> and Professional and Administrative Offices~ for that approximate 356 acres of <br /> land located between HopTard Road and the Southern Pacific Railroad tracks be- <br /> ginning approximatel7 1~500 feet south of Highway 1-580 <br /> Mr~ Edgar stated this matter had been referred by the City Council back to <br /> the Planning Commission on December 9, 1974. The Planning Commission reviewed <br /> this item at their meeting of December 11, 1974. <br /> <br /> Mr. Harris presented the staff report dated December 17, 1974, regarding <br />this matter, stating the Planning Commission has revised their recommendation <br />on GP-74-12, to designate the northernmost 12 acres of the proposed 28-1/2 acre <br />office site be shown as Professional and Administrative Offices with the re- <br />maining 16-1/2 acres designated as Limited Industrial. <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilwoman LeClaire, that <br />Resolution No, 74-247, approving the application of Willow West Properties for an <br />amendment to the General Plan from Limited Industrial, General Industrial, Highway <br />Commercial, Service Commercial, Professional and Administrative Offices, and Parks <br />and Recreation; to Limited Industrial, General Industrial, Highway Commercial and <br />Professional and Administrative Offices, for that approximate 356 acres of land <br />located between Hopyard Road and the Southern Pacific Railroad tracks beginning <br />approximately 1,500 feet south of Highway 1-580, as requested by Willow West with <br />the exception that only the northernmost 12 acres of the proposed 28-1/2 acre <br />office site be shown as Professional and Administrative Offices with the remain- <br />ing 16-1/2 acres designated as Limited Industrial, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Councilwoman LeClaire, Councilman Philcox, <br /> and Mayor Mori <br />NOES: None <br />ABSENT: None <br /> <br /> Council commended the developer for his cooperation regarding this change. <br /> <br /> SPECIAL REPORTS <br /> There were no Special Reports presented at this meeting. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br />Tentative Approval of Social Element of General Plan <br /> Mr. Edgar presented the Social Element Report and stated that no action was <br />required by City Council at this time. <br /> <br /> Council requested a study session be scheduled with the Planning Commission <br />and Community Concerns Committee to discuss this Report in detail. <br /> <br />REPORTS OF THE CITY MANAGER <br />Report of the Assistant City Mana~er~ Re: Zone 7 Rat.e Increase <br /> Mro Camobell presented the staff report dated December 10, 1974, regarding <br />this matter~ He displayed chart showing daily water use in July, 1974, comparing <br />water supplied by the City to that supplied by Zone 7, indicating that Zone 7 does <br />not supply peak demands° <br /> <br /> Afte~ discussion, it was moved by Councilman Philcox, and seconded by Council- <br />woman LeClaire, ~o approve the staff report with the following recommendations: <br /> <br />1. That nhe City Council oppose the proposed water connection fee increase of <br /> Zone 7 and authorize the appropriate City officials to make these views <br /> known to the Zone 7 Board. <br /> <br />2. That ~he Zone 7 Board be requested to revise the proposed connection fee <br /> increase in order that a single family house or an equivalent use be re- <br /> quired to pay only the basic fee. <br /> <br /> 5. 12/16/74 <br /> <br /> <br />
