He displayed the General Plan map and pointed out the differences between <br />the existing General Plan and the proposed changes which includes the same type of <br />commercial designation but redesignates the areas. Mr. Harris stated that the <br />Planning Commission approved the amendment as proposed by Willow West, and the <br />staff concurs with the Commission recommendation except as it pertains to the <br />approximately 28-1/2 acres of land shown on the site plan, Exhibit A, as Profes- <br />sional and Administrative Offices because there is a questions as to whether the <br />City could absorb that much additional office land, even at an ultimate holding <br />capacity of 76,000 people, and because the creation of this large office area <br />might affect office development in other portions of the City, and staff does <br />not feel that it would be proper to redesignate this area Professional and Admini- <br />strative Office at this time. Therefore, the staff would recommend that both the <br />1968 General Plan and the General Plan Revision be amended as shown on the site <br />map, Exhibit A, with the exception that the approximately 28-1/2 acres of land <br />shown as Professional and Administrative Offices be designated Limited Industrial. <br /> <br /> Mayor Mori declared the public hearing open. <br /> <br /> Mro Dick Karn, Bissell and Karn, Civil Engineers, San Leandro, representing <br />Willow-West Properties, emphasized the following points: the 1968 General Plan <br />does not meet the specific problems that exist today; the streets are schematic <br />only and the internal pattern can be changed; the proposed plan revises the method <br />of handling the drainage by moving the Chabot Canal back 1,000 ft. from Hopyard <br />Road; also relocates Hewlett Canal; and provides an access road to the industrial <br />area. He stated the only major change in the proposed amendment was the increase <br />in Professional and Administrative Offices area from 12 acres to 28-1/2 acres. <br />He further stated this increase in office space would not compete with the down- <br />town for offices as it would be a different type of office use. Mr. Karn added <br />the proposed plan would improve the entrance to the City, provide traffic cir- <br />culation from Santa Rita Road to Hopyard Road, and provide a buffer area between <br />residential and commercial in this area. <br /> <br /> There being no further testimony from the public, Mayor Mori declared the <br />public hearing closed. <br /> <br /> Council discussion ensued regarding amount of office space needed, control <br />of industrial development, advantages of PUD zoning for this area, and prolifera- <br />tion of undesirable development. <br /> <br /> Mr. Karn stated his client was agreeable to changing the 28-1/2 acres <br />designated as Professional and Administrative Offices to 12-1/2 acres, and <br />retain the other 12 acres in Light Industrial zoning. <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilwoman LeClaire, <br />that the application of the Planning Commission from Willow West Properties for <br />an amendment to the General Plan from Limited Industrial, General Industrial, <br />Highway Commercial, Service Commercial, Professional and Administrative Offices, <br /> <br /> 2. 12/9/74 <br /> <br /> <br />
