Mr. Johnson's broker at Kidder, Peabody and Company, has been in touch with <br /> the City and at Mr. Johnson's direction, would like to give the money to the <br /> City through the sale of Singer stock, wherein Mr. Johnson would retain the <br /> ownership of the stock, place the stock in the City's account with Kidder, Pea- <br /> body, and the City would retain the right to sell the stock, at such time as <br /> the City chooses. <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilwoman LeClaire, to <br /> approve the financial concept related to accepting funds from Walter Johnson for <br /> the purpose of constructing a planned road from Longview Drive to Bernal Park as <br /> well ~s $5,000~00 for internal administration of the City, and instructed staff <br /> to determine the feasibility of the road to be constructed prior to accepting <br /> any funds. <br /> The roll call vote was as follows: <br /> AYES: Councilman Kinney, Councilwoman LeClaire, Councilman Philcox, and <br /> Mayor Mori <br /> NOES: None <br /> ABSENT: Councilman Herlihy <br /> <br /> Matters for the Information of the Council <br /> Mr. Edgar presented a letter from Mayor Robert A. Pritchard, dated July 31, <br />1974, regarding Livermore's position in opposition to the widening of 1-580. <br />Mayor Mori commented that he felt Livermore was not acting in the best interests <br />of the Valley. <br /> <br /> Mr. Edgar presented agenda and related information regarding the California <br />Regional Water Quality Control Board hearing on August 20, 1974, regarding <br />amendment to Pleasanton's Cease and Desist Order. <br /> <br /> Mro Edgar presented a letter from V.C.S.D. Board of Directors, dated August <br />8, 1974, regarding their support of H.R. 14011, promoting legislation for Open <br />Space preservation. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Report~ Re: AB-2040 <br /> Mr. Scheidig presented his report dated August 5, 1974, regarding legislation <br />which would establish a Bay Area Regional Planning Agency. <br /> <br /> Councilman Kinney expressed grave concern regarding the desirability of this <br />Bill for Pleasanton, stating he felt a 50-member committee was too large to be <br />effective and that the composition of the Board favors large cities rather than <br />equal representation of all cities. <br /> <br /> Councilwoman LeClaire stated she had misgivings about the Bill and suggested <br />it be discussed on Wednesday at the meeting with the Legislators. <br /> <br /> Councilman Philcox suggested that no position be taken at this time pending <br />further study. <br /> <br /> Mayor Mori stated he felt this might be a move toward pulling the various <br />agencies together as a total body and result in better cooperation on goals and <br />objectives, and would be inclined to support the Bill. <br /> <br /> It was the consensus of the City Council to take no position on AB-2040 at <br />this time, discuss it with the Legislators on Wednesday, August 14, 1974, and <br />have a further report at the next meeting on August 26. <br /> <br />Report~ Re: Legal 0p.tions Available relative to Municipal Type Services in <br />Unincorporated Areas <br /> Mayor Mori declared this item continued to the meeting of Septembe~ 16th, <br />in order that Councilman Herlihy could be present for discussion. <br /> <br />Report, Re: Approval of Contract with Apperson <br /> Mr. Scheidig presented his report dated August 6, 1974, regarding this <br />matter, stating that due to preparation of a new environmental impact report <br />by Alameda County, it is necessary for the City Council to reconsider a con- <br />tract with William Apperson pertaining to sewage disposal at the Diamond A <br />Ranch.
