She stated further that the <br />best way to resolve this matter would be at the bargaining table and that she would <br />introduce a resolution to provide retroactivity to July 1, 1975, if agreement could <br />be reached by July 8, 1975, with the P.C.E.A. employees. <br /> <br />It was moved by Councilmember LeClaire, and seconded by Mayor Kinney, that <br />Resolution No. 75-l39, indicating the City Council's intention to grant to members <br />of the Pleasanton City Employees Association benefits negotiated under a Memorandum <br />of Understanding if agreed to by July 8, 1975, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney <br />NOES: None <br />ABSENT: None <br /> <br />Mayor Kinney further indicated that the authorization given to the negotiator <br />had not been changed and although the City had a little room to negotiate it was <br />not enough to meet the demands of the employees. He requested that the employees <br />go back to the table and resolve this matter, and again thanked them for their <br />presentation. <br /> <br />Mayor Kinney recessed the meeting at 8:35 P.M. <br /> <br />Mayor Kinney reconvened the meeting at 8:45 P.M. <br /> <br />SPECIAL REPORTS <br />Provision of Sewage Treatment Capacity <br />Mr, Edgar made introductory remarks, stating the purpose of this general work <br />session was to bring Council up to date on problems related to provision of sewage <br />treatment and action required at this time to maintain the greatest level of ser- <br />vice. <br /> <br />Sunol Plant <br />Proposed Renovation to Improve Treatment and Increase Reliability <br />Mr. Campbell presented the staff report dated June 25, 1975, regarding this <br />matter. He proposed rehabilitating the existing old Digester as a secondary unit <br />for increased sludge digestion capacity. He listed improvements necessary to make <br />the digester usable for this service, at a cost of approximately $23,000.00, which <br />should last for ten years. Mr. Campbell explained this improvement would improve <br />quality but not quantity of capacity. <br /> <br />Councilmember Herlihy expressed concern regarding additional money being spent <br />on the Plant and the high engineering fees. <br /> <br />After discussion, it was moved by Councilmember Philcox, and seconded by <br />Councilmember McLain, that Resolution No. 75-140, authorizing rehabilitation of <br />the existing old Digester for an approximate cost of $23,000.00, and authorizing <br />the proper City officials to execute the contract, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney <br />NOES: None <br />ABSENT: None <br /> <br />Up-stream Monitoring Program <br />Mr. Campbell presented an interim status report on the up-stream monitoring <br />program, stating there was no change or recommendations at this time, and that <br />a final report would be presented later. <br /> <br />Mocho Pump Station Odor Control <br />Mr. Campbell presented the report regarding West Pleasanton Sewer Odor Abate- <br />ment and the status of negotiations with Valley Community Services District re- <br />garding a possible joint method of odor control. <br /> <br />After discussion, it was moved by Councilmember Herlihy, and seconded by <br />Councilmember LeClaire, that Resolution No. 75-141, authorizing staff to proceed <br />with construction of an activated carbon absorption system for the control of <br />odors that would be vented from the West Pleasanton Sewer, at an approximate <br />cost of $5,300.00, if negotiations cannot be reached with Valley Community Ser- <br />vices District for joint odor abatement, be adopted. <br /> <br />2. <br /> <br />6/30/75 <br />
