<br />441~ <br /> <br />MINUTES <br />of <br />THE MEETING <br />of <br />THE CITY COUNCIL <br /> <br />June 30, 1975 <br /> <br />CALL TO ORDER - PLEDGE TO THE FLAG <br />Mayor Edward Kinney called the Adjourned Regular Meeting of the City Council <br />to order at 7:00 P.M., and then led the Pledge of Allegiance to the "flag. <br /> <br />ROLL CALL <br />Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney were present. <br />Mr. Edgar, City Manager, Mr. Scheidig, City Attorney, Mr. Campbell, Assistant City <br />Manager/Director of Public Works, Mr. Bowling, Director of Housing and Community <br />Development, Mr. Miller and Mr. Walker, Assistants to the City Manager, were <br />present. <br /> <br />PRESENTATION BY COUNCILMEMBER HELEN TIRSELL, LIVERMORE, RE: COVA <br />Ms. Helen Tirsell, Chairperson, COVA, addressed the Council regarding the <br />review of land use decisions by CaVA, especially the denial of Pleasanton to allow <br />CaVA to review the Stoneridge Shopping Center plans. She stated CaVA had no power <br />to approve or deny any land use matters but she felt that major projects should be <br />reviewed by CaVA. <br /> <br />Members of the City Council expressed concern regarding the propriety of COVA <br />reviewing land use decisions of participating agencies. <br /> <br />After discussion, Mayor Kinney told Ms. Tirsell and other members of CaVA's <br />Steering Committee that the City Council would discuss its position toward COVA's <br />review of land use issues at a future meeting as well as the proposed amendments <br />to the Joint Powers Agreement and CaVA's Budget for the 1975-76 Fiscal Year. <br /> <br />EXECUTIVE SESSION - LABOR RELATIONS <br />Mayor Kinney recessed the meeting to an Executive Session at 8:00 P.M., to <br />discuss Labor Negotiations regarding Pleasanton City Employees Association. <br /> <br />Mayor Kinney reconvened the meeting at 8:15 P.M. <br /> <br />PRESENTATION BY PLEASANTON CITY EMPLOYEES ASSOCIATION <br />Mr. Darryl Alexander, President of P.C.E.A., addressed the Council requesting <br />Council to consider a larger wage settlement for City employees than had been <br />offered at this" time. He reminded Council that the contract had expired this <br />date, and that an 8% raise was not to the Association's liking; the employees <br />had asked for a one year contract and a 12% cost of living increase, paid medical <br />and dental coverage and a 5% shift differential. <br /> <br />Mr, Mark Johnson, Chairman of the Wage Committee of P.C.E.A., addressed the <br />Council urging Council to maintain salary and benefit levels with cost of living. <br /> <br />EXECUTIVE SESSION - LABOR RELATIONS <br />Mayor Kinney recessed the meeting to an Executive Session at 8:25 P.M., to <br />discuss Labor Negotiations. <br /> <br />Mayor Ki.nney reconvened the meeting at 8:30 P.M. <br /> <br />Mayor Kinney thanked the employees for their presentation and asked if there <br />were any comments from the City Council. Councilmember LeClaire stated that she <br />was aware of the facts, information, and material that had been presented thusfar <br />and that based upon the City's financial situation and need for more people and <br />the fact that the salaries are not out of line, that she felt comfortable with <br />
