399 <br /> <br />SPECIAL REPORTS <br />Further Discussion on whether or not to amend Curbside Mail Box Ordinance~ <br />Section 5-8.47~ of Title V~ chapter 4~ Article 3, of the Ordinance Code of <br />the Cit7 of Pleasanton~ and instruct .s.taf.f to allow encroachment permits for <br />curbside mail boxes under certain conditions <br /> Mr. Edgar presented his report dated May 21, 1975, regarding this matter. <br /> <br /> Council discussion ensued regarding taking a poll of the residents affected <br />in order to determine what kind of mail delivery service they desired, the <br />affect an amendment of the Ordinance Code would have on Pleasanton's political <br />position to the regulation, possible Post Office reassessment of their policy, <br />time limits, and standards for curbside mail boxes. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember <br />McLain, that Resolution No. 75-110, explaining the basis for Council's in- <br />tention to revise its present ordinances, be adopted. The City Attorney was <br />instructed to prepare the necessary ordinance changes and submit them to the <br />Council as its June 9, 1975, meeting. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney <br />NOES: None <br />ABSENT: None <br /> <br />Oral Presentation~ Re:. Pleasanton's presentation before LAFCo re.~rding proposed <br />Sphere of Influence <br /> Mr. Edgar stated the purpose of this presentation is to brief the Council <br />regarding the presentation to be made before LAFCo on May 29, 1975, regarding <br />Pleasanton's spheres of influence. Mr. Edgar presented two maps which depicted <br />the City boundary and LAFCo's proposed spheres of influence for Pleasanton. He <br />stated that staff supports the basic concept of LAFCo's report and most of the <br />justification contained therein, but there are some unique problems which should <br />be recognized as follows: (1) some areas outside of the proposed sphere of in- <br />fluence are already being provided municipal services by the City; and (2) some <br />areas outside of the City which have impact on the City in the planning process, <br />such as the AppersonRanch. <br /> <br /> Council instructed the City Manager to also refer to the area of sphere en- <br />compassed with school district areas and that a strong presentation be presented <br />regarding inclusion of the TassaJara area in the City's sphere. <br /> <br />REPORTS OF BOA~RDS AND COMMISSIONS <br />Request of the Plannin~ Commission to place the approximatelX 5 acre parcel <br />located immediatel7 east of Hopyard Road and north and east of the Pleasanton <br />First National Bank Drive-in facility into a Study District for a period not <br />to exceed four (4) ~onths~ Unless extended <br /> Mr. Harris presented the staff report dated May 19, 1975, regarding this <br />matter. <br /> <br /> After discussion, it was moved by Councilmember LeClaire, and seconded by <br />Councilmember Herlihy, that Ordinance No. 761, to be read by title only and <br />waiving further reading thereof, placing the approximately five acre parcel <br />located immediately east of Hopyard Road and north and east of the Pleasanton <br />First National Bank Drive-in facility into a Study District for a period not <br />to exceed four (4) months, unless extended, be adopted as an interim ordi- <br />nance on an urgency basis pursuant to Government Code Section 65858. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember McLain requested that~estudyi. m~mmle of this area r-e~- ' f~Te~ <br />~zraffic problems. <br /> <br /> 3. 5/27/75 <br /> <br /> <br />
