393 <br /> <br /> Mr. Campbell presented his memorandum dated May 12, 1975, requesting volunteer <br /> bricklaying assistance by all Boards and Commissions at Century Park on June 7 and <br /> 8, i975~ <br /> <br /> Report of..the ~.mmun~.t.y Concerns Committee~ Re: Waiver of Water and Sewer Connection <br /> Fees <br /> Mr. Edgar presented the report of the Community Concerns Committee, dated May 9, <br /> 1975, regarding this item° He stated this matter was brought about by a particular <br /> fire on Second Street to a home owned by Jerry Aldrich~ <br /> <br /> Mr. Edgar explained that any rebuilt structures are required to pay a fee that <br /> is the difference between what fees were paid originally and wh~tthey are now. <br /> <br /> The following persons spoke in favor of the waiver: <br /> <br /> Mrs. Anna Martinsen, 4038 Payne Road <br /> Birdie Bianchi, 4329 Railroad Avenue <br /> Philip'Cooper, 1664 Orchard Way <br /> Mrs. Mary Lou Moore, 2340 Greenberry Court <br /> <br /> After discussion, Council concurred to not change the provisions of the existing <br />ordinances wherein they would be able to review on a case-by-case basis applications <br />made for the waiver of certain fees. <br /> <br /> In this connection, Council requested that the application of Jerry Aldrich for <br />waiver of fees be placed on the agenda of May 27, 1975, for further staff report. <br /> <br />REPORTS OF THE CITY MANAGER <br />Proposed ~raft Letter fromMa. yor Kinney~ Re: E.I.R. on Pleasanton's Sphere of Influ- <br />e~c e <br /> Mr, Edgar presented draft of letter to be sent to the Local Agency Formation <br />Commission, signed by the Mayor, regarding Pleasanton's Sphere of Influence. This <br />item was informational only, therefore, no Council action was required. <br /> <br />Matters for the Information of the Council <br /> Mr~ Edgar presented draft of a letter to be sent to Senator Edmund Muskie, <br />Chairman of Environmental Pollution Subcommittee of Senate Public Works, regarding <br />Pleasanton's concern about how the Clean Air Act is being implemented and made <br />operational in California° Council concurred approval to send the letter. <br /> <br /> Mr. Edgar presented a letter from the City of Livermore regarding their <br />desire to have the Board of Supervisors continue the evening meetings on a <br />permanent basis~ <br /> <br /> Mro Edgar presented a letter from R.
