36i. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers McLain, Philcox, and Mayor Kinney <br />NOES: Counciimembers Herlihy and LeOlairs <br />ABSENT: None <br /> <br /> It was moved by Councilman Philcox, and seconded by Councilman McLain, that <br />Resolution Not 75-87, apprcving the appeal of Richard Burge from an adverse de- <br />cision of the Planning Commission in denying application for a conditional use <br />permit to allow the expansion of a commercial building located on the north side <br />of Valley Avenue approximately 590 feet west of Santa Rite Road, for the purpose <br />of accommodating office uses; zoning for the property is C-N (Commercial Neigh- <br />borhood) District, be adopted~ <br />The roll call vote was as follows: <br />AYES: Councilmembers McLatn, Philcox, and Mayor Kinney <br />NOES: Councilmembers Herlihy and LeClaire <br />ABSENT: None <br /> <br />SPECIAL REPORTS <br />Resolution Commemoratin~ Let the Good Times Roll <br /> Mayor Kinney read a resolution regarding the Good Times II Parade in Pleasanton. <br /> <br /> It was moved by Councilman Philcox, and seconded by Councilwoman LeClaire, that <br />Resolution Noo 75-88, commemorating the "Let the Good Times Roll II Parade" in <br />Pleasanton on May 3, 1975, be adopted, <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LoCiairs, McLain, Philcox, and Mayor Kinney <br />NOES: None <br />ABSENT: N~ne <br /> <br />Presentation re~a~dln~ S~a~us o£ Sewage Treatment Plant Expansion <br /> Mr~ Campbell reviewed the status of the Grant application and the implications <br />of that application. <br /> <br /> Mro Edgar presented the staff report dated April 22, 1975, and reviewed the <br />proposed new Grant Condition to be included on every Grant application in the <br />State, and urged Council opposition of this Grant Condition. <br /> <br /> Mr. Richard Kennedy, Consultant, stated that in light of present conditions, <br />Pleasanton should consider the alternate of building a new sewage treatment plant <br />and should request requirements set for new sewage treatment plants and funding <br />requirements. <br /> <br /> Mr~ Harvey O~ Banks, Consultant, stated he understood there will be widespread <br />opposition to the proposed Grant Condition, and suggested this matter be opposed <br />at the State Hearing on May 12, 1975~ <br /> <br /> After dlscnssion, it was moved by Councilman McLain, and seconded by Councilman <br />Philcox, that Resolution No. 75-89, finding the preliminary grant amount and condi- <br />tions proposed by the State in relation to the proposed expansion of the V.C.S.D. <br />sewage treatment plant unacceptable to the City of Pleasanton, as follows: <br /> <br />WHEREAS, The Ciny o~ Pleasanton and the Valley Community Services District own and <br /> operate sewage t~eatment~ plants with an existing combined capacity of <br /> 6~7 MGD; and <br /> <br />WHEREAS, The remaining capacity in these two plants has been committed; and <br /> <br />WHEREAS, In ~n eifcrt tc reasonably provide for the immediate future and to con- <br /> solidate the two existing plants into one, the V.C.S.D. has applied to <br /> the State fo~ a grant to enlarge their plant to 8.0 MGD; and <br /> <br />WHEREAS, The Pleasanton City Council previously adopted Resolution No. 74-212, <br /> selecting the best apparent project subject to conditions set forth <br /> in the resolution; and <br /> <br />WHEREAS, The City and V,CoS~D, have submitted information to the State indicat- <br /> ing that a plant expansion to approximately 12.0 MGD would be necessary <br /> tc~ properly provide for the need of the area until 1987; and <br /> <br /> 3. 4/28/75 <br /> <br /> <br />
