It was moved by Councilman Philcox, and seconded by Councilwoman LeClaire, that Resolution Noo 75-88, commemorating the "Let the Good Times Roll II Parade" in Pleasanton on May 3, 1975, be adopted, The roll call vote was as follows: AYES: Councilmembers Herlihy, LoCiairs, McLain, Philcox, and Mayor Kinney NOES: None ABSENT: N~ne Presentation re~a~dln~ S~a~us o£ Sewage Treatment Plant Expansion Mr~ Campbell reviewed the status of the Grant application and the implications of that application. Mro Edgar presented the staff report dated April 22, 1975, and reviewed the proposed new Grant Condition to be included on every Grant application in the State, and urged Council opposition of this Grant Condition. Mr. Richard Kennedy, Consultant, stated that in light of present conditions, Pleasanton should consider the alternate of building a new sewage treatment plant and should request requirements set for new sewage treatment plants and funding requirements. Mr~ Harvey O~ Banks, Consultant, stated he understood there will be widespread opposition to the proposed Grant Condition, and suggested this matter be opposed at the State Hearing on May 12, 1975~ After dlscnssion, it was moved by Councilman McLain, and seconded by Councilman Philcox, that Resolution No. 75-89, finding the preliminary grant amount and condi- tions proposed by the State in relation to the proposed expansion of the V.C.S.D. sewage treatment plant unacceptable to the City of Pleasanton, as follows: WHEREAS, The Ciny o~ Pleasanton and the Valley Community Services District own and operate sewage t~eatment~ plants with an existing combined capacity of 6~7 MGD; and WHEREAS, The remaining capacity in these two plants has been committed; and WHEREAS, In ~n eifcrt tc reasonably provide for the immediate future and to con- solidate the two existing plants into one, the V.C.S.D. has applied to the State fo~ a grant to enlarge their plant to 8.0 MGD; and WHEREAS, The Pleasanton City Council previously adopted Resolution No. 74-212, selecting the best apparent project subject to conditions set forth in the resolution; and WHEREAS, The City and V,CoS~D, have submitted information to the State indicat- ing that a plant expansion to approximately 12.0 MGD would be necessary tc~ properly provide for the need of the area until 1987; and 3. 4/28/75
