Mr. Allen Guest, Fairlands Drive, addressed the Council protesting the fee and <br />monitoring of tennis courts° <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman Philcox, that <br />Resolution No. 75-83, approving the recommendation of the Park and Recreation <br />Commission regarding Amador High School Tennis Courts as follows: (1) City hire <br />a court monit6r(s); (2) Court monitor(s) be responsible for enforcing all court <br />rules and regulations; (3) Charge a fee of 25¢ per hour per court on holidays <br />and Saturdays and Sundays from ?:00 A.M. to 7:00 P.M. (fee to pay for monitor(s) <br />salary); and (4) This program be for a three month trial period commencing June <br />14, 1975, and, amending the City's Feesand Charges Resolution, be adopted° <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney <br />NOES: None <br />ABSENT: None <br /> <br />Report of the Park and Recreation Commission~ Re: Co-Sponsorship of Bay Area <br />Radio Aero Modelers~ Inc. <br /> Mr. Caporusso presented the staff report dated April 7, 1975, regarding this <br />matter. <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman McLain, approv- <br />ing co-sponsorship status between Bay Area Radio Aero Modelers, Inc., and the City <br />of Pleasanton subject to the provisions of Park and Recreation Commission Resolu- <br />tion 75-3, as follows: (1) The date and time of Bay Area Radio Aero Modelers, <br />Inc.'s usage be controlled by application (permit) through the Recreation Office; <br />(2) The application would not exceed ninety (90) days without the review from the <br />Recreation Department; (3) The flying site be confined to the undeveloped portion <br />of Pleasanton Sports and Recreation Park directly behind the Phase Two development; <br />(4) The Bay Area Radio Aero Modelers, Inc. have one year to this date to meet the <br />City of Pleasanton's residency requirement; and (5) The City of Pleasanton reserves <br />the right to terminate this permit usage upon thirty (30) days written notice, and, <br />authorizing signature by the Mayor of a Cooperative Agreement with Bay Area Radio <br />Aero Modelets, Inc. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF THE CITY MANAGER <br />Transmittal of Revised Standard Specifications and Standard Detail <br /> Mayor Kinney declared this item continued to the meeting of April 28, 1975. <br /> <br />Matters for the Information of the Council <br /> Mr. Edgar presented report regarding monthly Activities of Sewage Treatment <br />Division during March, 1975. <br /> <br /> Mr~ Edgar presented memorandum of the Assistant to the City Manager-Miller, <br />dated April 4, 1975, regarding USDA Food Stamp Distribution. <br /> <br /> Mr. Edgar presented memorandum of the Director of Engineering Services, <br />dated April7, 1975, regarding bids on Cultural Arts Building. <br /> <br /> Mr. Edgar presented a draft letter, for Mayor Kinney's signature, to the City <br />of Livermore requesting their support of the proposed Sphere of Influence for the <br />Amador Valley. After adding a paragraph reg~rding Pleasanton Ridge area to be <br />included in the Sphere area, Council concurred approval to send the letter. <br /> <br /> Mr~ Edgar presented letter from the California Regional Water Quality Control <br />Board, dated April 8, 1975, regarding Basin Plan. <br /> <br /> Mr. Edgar presented Progress Report dated April 1, 1975, from Harvey O.
