Mayor Kinney cited events at the San Francisco Airport, welcoming home Diane <br />Dunbar from the Pan American Games. <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember Herlihy, <br />to approve the events of the week of November 10-14, 1975, related to Diane Dunbar <br />Week, and allow the hanging of a Banner beneath the Pleasant.n Main Street sign, <br />subject to conditions of the Department of Engineering Services, designating Diane <br />Dunbar Week. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney <br />NOES: None <br />ABSENT: None <br /> <br />PUBLIC HEARINGS (Contd.) <br />City recommendation to the County concerning revisions to the proposed Ala/n_ed~ <br />County Solid Waste Management Plan prior to adoptionof'a county-wide solid waste <br />nmnagement plan pur.~uant to State Law <br /> Mr. Harris presented his report dated October 21, 1975, regarding this matter. <br />He reiterated the proposed changes recommended in the draft Solid Waste Management <br />Plan. <br /> <br /> Mr~ Edgar presentated a communication from Political Action for the Environment, <br />dated October 24, 1975, regarding the draft County Solid Waste Management Plan. <br /> <br /> Mr. Ron Eggers, of the Alameda County Planning Department, presented a brief <br />summary of the draft Plan, and explained the policies and preliminary recommenda- <br />tions of the Advisory Committees who have studied the Plan. <br /> <br /> Mayor Kinney declared the public hearing open, <br /> <br /> Mrs. Jo Harding, 540 E. Angels Street, introduced Mrs. Lois Hill, a Valley <br />member of the Advisory Committee of the Solid Waste Management Plan. <br /> <br /> Mrs. Lois Hill, 874 Adams Avenue, Livermore, presented her personal views <br />regarding the draft Plan and her recommendations concerning changes in the Plan. <br /> <br /> Mr. John Corley, Attorney representing Oakland Scavanger Company, presented <br />various recommended changes desired by his client, especially the public versus <br />private ownership aspect, and requested Council support of these recommendations. <br /> <br /> There being no one else desiring to speak on this item, Mayor Kinney declared <br />the public hearing closed. <br /> <br /> Council discussion ensued regarding the proposed resolution presented by the <br />City Attorney, and recommended language changes. <br /> <br /> It was moved by Councilmember McLain, and seconded by Councilmember LeClaire, <br />that Resolution No. 75-230, concerning revisions to the proposed Alameda County <br />Solid Waste Management Plan prior to adoption of a County-wide Solid Waste Manage- <br />ment Plan pursuant to State Law, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LoCiairs, McLain, Philcox, and Mayor Kinney <br />NOES: None <br />ABSENT: None <br /> <br />MEETING OPEN TO THE PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br />PUBLIC HEARINGS (Contd.) <br />Appeal of Air-Vent Aluminum Awning Company .on behalf of Salvador Victoria from an <br />adverse decision of the Board of.
