Mayor Kinney cited events at the San Francisco Airport, welcoming home Diane Dunbar from the Pan American Games. It was moved by Councilmember LeClaire, and seconded by Councilmember Herlihy, to approve the events of the week of November 10-14, 1975, related to Diane Dunbar Week, and allow the hanging of a Banner beneath the Pleasant.n Main Street sign, subject to conditions of the Department of Engineering Services, designating Diane Dunbar Week. The roll call vote was as follows: AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney NOES: None ABSENT: None PUBLIC HEARINGS (Contd.) City recommendation to the County concerning revisions to the proposed Ala/n_ed~ County Solid Waste Management Plan prior to adoptionof'a county-wide solid waste nmnagement plan pur.~uant to State Law Mr. Harris presented his report dated October 21, 1975, regarding this matter. He reiterated the proposed changes recommended in the draft Solid Waste Management Plan. Mr~ Edgar presentated a communication from Political Action for the Environment, dated October 24, 1975, regarding the draft County Solid Waste Management Plan. Mr. Ron Eggers, of the Alameda County Planning Department, presented a brief summary of the draft Plan, and explained the policies and preliminary recommenda- tions of the Advisory Committees who have studied the Plan. Mayor Kinney declared the public hearing open, Mrs. Jo Harding, 540 E. Angels Street, introduced Mrs. Lois Hill, a Valley member of the Advisory Committee of the Solid Waste Management Plan. Mrs. Lois Hill, 874 Adams Avenue, Livermore, presented her personal views regarding the draft Plan and her recommendations concerning changes in the Plan. Mr. John Corley, Attorney representing Oakland Scavanger Company, presented various recommended changes desired by his client, especially the public versus private ownership aspect, and requested Council support of these recommendations. There being no one else desiring to speak on this item, Mayor Kinney declared the public hearing closed. Council discussion ensued regarding the proposed resolution presented by the City Attorney, and recommended language changes. It was moved by Councilmember McLain, and seconded by Councilmember LeClaire, that Resolution No. 75-230, concerning revisions to the proposed Alameda County Solid Waste Management Plan prior to adoption of a County-wide Solid Waste Manage- ment Plan pursuant to State Law, be adopted.
