It was determined that a pedestrian crosswalk between the Pleasanton Hotel and the Cheese Factory would not be installed at this time° Matters for the Information of the Council Mr~ Edgar presented a letter from LAVWMA transmitting Resolution No. 75-5, stating LAVWMA's intention to work with Zone 7 on Water Quality Management Plan- ning for Alameda Creek Watershed above Nileso Approval of Resolution authorizin~ filin~ Application for Federal and State Grants for Publicly Owned Wastewater Treatment Works and Providing Certain Assurances Mr. Campbell presented his report regarding this matter, stating the reason for the resolution is to authorize staff to apply for Step I Grant to get some of the money that we have spent on Project Reports reimbursed. It was moved by Councilmember LeClaire, and seconded by Councilmember Herlihy, that Resolution No. 75-225, authorizing filing Application for Federal and State Grants for Publicly Owned Wastewater Treatment Works and Providing Certain Assur- ances, be adopted. The roll call vote was as follows: AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney NOES: None ABSENT: None Mayor Kinney recessed the meeting at 10:15 P.M. Mayor Kinney reconvened the meeting at 10:25 P.M. MEETING OPEN TO THE PUBLIC Mr. Jim Jordan, 7218 Stonedale Drive, addressed the Council regarding a date for the public hearing on the proposed Stoneridge Overcrossing. He was advised that the setting of the public hearing on Stoneridge Overcrossing is dependent upon a decision by the State as to date, time, place, and format. Mr. Jordan requested to be notified if and when the date is established. Staff was in- structed to inform Mr. Jordan regarding this matter. REPORTS OF THE CITY ATTORNEY Report, Re: Approval of COVA Agreement Mr. Levine presented his report dated October 9, 1975, regarding this matter. It was moved by Councilmember McLain, and seconded by Councilmember LeClaire, that Resolution Noo 75-226, approving the amended COVA Joint Exercise of Powers Agreement, be adopted° The roll call vote was as follows: AYES: Councilmembers Herlihy, LeClaire, McLain, and Philcox NOES: Mayor Kinney ABSENT: None Mayor Kinney stated his reason for voting No was because he originally was opposed to ~oining COVA. Reopgrt~ Re: Proposed Parade Ordinance and Resolution Mr, Levine presented his report dated October 7, 1975, regarding this matter. He also presented a draft parade permit form. Council discussion ensued regarding various changes desired in the proposed ordinances. 1~ was moved by Councilmember Herlihy, and seconded by Councilmember Philcox, that O~dinance No~ 771, to be read by title only and waiving further reading thereof, adding Article 14 (Parades) to Chapter 2 (Special Permits) of Title IV (Health, Safety, Moral and General Welfare) of the Ordinance Code of the City of Pleasanton relating to parades and official parade routes, be introduced. 10/13/75
