163 <br /> <br /> Mr. Aaron Greenberg, attorney representing Mr. Graffenstatte, ad- <br />dressed the Council and displayed a new plan map and explained its <br />purpose and intention. <br /> <br /> Mr. Jim Thorne,employee of Mr. Graffenstatte, explained plan to <br />install the latest type of computer system. There would be six pumps <br />each with two nozzles so two customers can be served at one time. <br /> <br /> Mr. Carl Graffenstatte was available to answer questions from the <br />Council. <br /> <br /> Mr. Harry Phillips, 3017 Yuma Way, stated he felt the approach to <br />the corner is now correct and was in favor of this application. <br /> <br /> Mr. Bill Hirst, Attarney representing a competitor, Verne Dickman, <br />spoke in opposition to this application citing concerns for the traffic <br />congestion and the aesthetics of the corner. He particular felt that <br />the expanded use will considerably increase the volume of traffic onto <br />and off of the site and will create many more problems than it will <br />solve. Mr. Hirst requested that the Council uphold the Planning Com- <br />mission recommendation of denial. <br /> <br /> Mr. Graffenstatte was given an opportunity to rebutt the remarks <br />made in opposition. He explained that they prefer to use a smaller lot <br />for self service gas stations as there will be no need for more than <br />a cashier's box. No mechanical work would be done on this parcel. He <br />also stated his belief that competition is good for the community and <br />that a gas station at this site would bring people into the downtown. <br /> <br /> As no one else wished to speak, Mayor Kinney declared the public <br />hearing closed. <br /> <br /> After discussion, which determined that the potential for increased <br />traffic congestion would not be alleviated and the aesthetics of this <br />type of use at this location is not in the best interest of the downtown, <br />it was moved by Councilmember Philcox that Resolution No. 75-208, denying <br />the appeal of Grafco Petroleum from a decision of the Planning Commission <br />to deny an application for a conditional use permit to allow the expan- <br />sion of an existing service station located at 707 Main Street; zoning <br />for the property being C-C (Central Commercial) District, be approved. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, Philcox and Mayor Kinney <br />NOES: None <br />ABSENT: Councilmember McLain <br /> <br />MATTERS CONTINUED FOR DECISION <br /> There were no matters continued for decision presented at this <br />meeting. <br /> <br />SPECIAL REPORTS <br /> There were no special reports presented at this meeting. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br />R...equest of Housing Authority for City Council approval to participate <br />in Section 8 Housing Assistance Program <br /> Mr. Edgar presented this request stating that it is consistent with <br />the plan previously adopted. <br /> <br /> Mr. Bowling explained that the County would supplement existing units <br />only. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember <br />LoCialto, that Resolution No. 75-209, supporting request for participation <br />in Alameda County Section 8 Housing Assistance Program, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, Philcox, and Mayor Kinney <br />NOES: None <br />ABSENT: Councilmember McLain <br /> <br /> -5- 9/22/75 <br /> <br /> <br />
