I'07 <br /> <br /> Exhibit 7 - Report of the Central Business District Committee and Planning <br /> Department entitled "A Development Plan and Revitalization Pro- <br /> gram for the Central Business District of Pleasanton". <br /> <br /> Mr. Bowling summarized the reasons for selection of the Project Area; a <br />description of conditions including general, physical, land use and economic; <br />proposed activities; relocation report; impacts; analysis of preliminary plan; <br />and report and recommendations of the Planning Commission. <br /> <br /> Mr. Walker presented the method of financing. <br /> <br /> Mayor Kinney requested the following documents be made a part of the record: <br /> <br />Exhibit 8 - Accompanying Report to the Pleasanton Redevelopment Plan, as <br /> required by Section 33352 of the Community Redevelopment Law <br /> in the Health and Safety Code of California, Volume II. <br /> <br />Exhibit 9 - Planning Commission Resolution No. 1359, recommending adoption <br /> of the Redevelopment Plan for the Pleasanton Redevelopment Pro- <br /> Ject. <br /> <br />Exhibit 10- Capital Improvement List. <br />Exhibit 11- Financial Feasibility Chart. <br />Exhibit 12- Tax Increment Chart. <br /> <br /> Mr. Bowling briefly summarized the Final Environmental Impact Report on the <br />Redevelopment Plan, including responses to five comments received. <br /> <br /> Mayor Kinney requested that the Final Environmental Impact Report, as sub- <br />mitted, be made a part of the record, as Exhibit 13. <br /> <br /> Mr. Coomes, Deputy General Counsel, reviewed the Redevelopment Plan. <br /> <br /> Mayor Kinney requested that the proposed Redevelopment Plan be made a part <br />of the record, as Exhibit 14. <br /> <br /> Mr. Bowling discussed the Owner Participation Rules. <br /> <br /> Mayor Kinney requested that the Rules for Owner Participants, Business <br />Occupants and Property Owners Desiring to Participate in Redevelopment, be <br />entered into the record as Exhibit 15. <br /> <br /> Mr. Bowling presented written comments received on the Redevelopmerit Plan <br />or the Environmental Impact Report. <br /> <br /> Mayor Kinney requested that all written comments received on the Redevelop- <br />merit Plan or the Environmental Impact Report be read into the record, as <br />Exhibit 16~ <br /> <br /> Mayor Kinney recessed the meeting at 10:07 P.M. <br /> <br /> Mayor Kinney reconvened the meeting at 10:20 PoM. <br /> <br /> Mayor Kinney opened the meeting to hear any statements or testimony from <br />those present in favor of the Redevelopment Plan or Final Environmental Impact <br />Report~ <br /> <br /> The following persons spoke in favor of the Redevelopment Plan or Final <br />Environmental Impact Report: <br /> <br /> Ben Fernandez, President of the Pleasanton Chamber of Commerce, on <br /> behalf of the Chamber of Commerce <br /> Ray Young <br /> Chris Beratlis <br /> <br /> 4. 8/11/75 <br /> <br /> <br />
