1,05 <br /> <br />Roll Call of Council Members <br /> Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney were present. <br /> <br />Roll Call of ASency Members <br /> Members Herlihy, LeClaire, McLain, Philcox, and Chairman Kinney were present. <br /> <br /> Mr~ Edgar requested that the following documents be entered into the record <br />of this public hearing: <br /> <br />1~ Affidavit of publication of notice of public hearing, published once a week <br /> for four successive weeks in the Pleasanton Times as required by Sections <br /> 33349, 33350, and 33361 of the Health and Safety Code, and designated as <br /> Exhibit 1. <br /> <br />2. Certificates of mailing of notice of public hearing, together with statement <br /> concerning acquisition of property by the Agency, to each assessee of land in <br /> the project area as shown on the last equalized assessment roll, and to the <br /> governing bodies of each taxing agency within the project area, as required <br /> by Sections 33349, 33350, and 33361 of the Health and Safety Code, together <br /> with a statement as to effect of the tax allocation provisions of the redevelop- <br /> ment plan, as required by Section 33350.1of the Health and Safety Code, and <br /> designated as Exhibits 2 and 3o <br /> <br /> Mayor Kinney made introductory statements concerning procedures, and stated <br />that no decision will be made on this item at this meeting and the Council will <br />continue the hearing for ninety (90) days, tO November 10, 1975, so that public <br />meetings and input can continue. In addition, he stated that Councilmembers will <br />meet with various groups in the project area for further discussion and informa- <br />tion, in the immediate future. <br /> <br /> Mrs Scheidig stated that those desiring to testify at the public hearing this <br />date should rise and be sworn in at the same time as the staff and consultants. <br />The following persons were sworn in by the Court Reporter: William Edgar, City <br />Manager and Executive Director of the Agency; John Bowling, Deputy Executive <br />Director of the Agency; Jim Walker, City Finance Officer; Kenneth C. Scheidig, <br />City Attorney and General Counsel to the Agency; Joseph Eo Coomes, Jr., Deputy <br />General Counsel; B. T. Gerton, 628 St. Mary Street, Wallace H. Mayer, Jro, 2780 <br />Willowten Way; T. W. Caudill, 4715 Augustine Street; Ray Young, 2 Castlewood <br />Drive; Ben Fernandez, 2385 Sandpiper Way; and Chris Beratlis, 362 Chrtstina <br />Court° <br /> <br /> Mr. Scheidig stated the purpose of the hearing is to consider evidence and <br />testimony for and against the adoption of the Redevelopment Plan and certifica- <br />tion of final Environmental Impact Report and that evidence will be introduced <br />both at this meeting and at the continuation of the hearing on November 10th for <br />consideration of the City Council and Redevelopment Agency in connection with the <br />findings and determinations that will be made in the adoption of an ordinance <br />adopting the Plano <br /> <br /> Mr~ Edgar entered, as Exhibit 4, Certification of Official Actions that have <br />been taken by the City Council, City Planning Commission, and Redevelopmeat Agency <br />in connection with the preparation of the Redevelopment Plan for the Pleasanton <br />Redevelopmeat Project. <br /> <br /> Mr~ Edgar made some introductory background comments about the City's General <br />Plan, some of the deficiencies that presently exist in the City and that will be <br />aggravated as a result of the impacts of the new shopping center, the effect of <br />that shopping center on the City generally and the benefits that would be gained <br />from the redevelopment process as a means to mitigate impacts and correct these <br />deficiencies. <br /> <br /> Mr~ Edgar entered into the record the following documents: <br /> <br />Exhibit 5 - Central Business District Report No. 2, "Preliminary Market Analysis and Economic Survey". <br /> <br />Exhibit 6 - Central Business District Revitalization Report. <br /> <br /> 8/11/75 <br /> <br /> <br />
