Vineyard Avenue <br /> Mr. Edgar presented a letter from Lee Amaral dated June 21, 1976, regarding <br /> his request for annexation of property on Vineyard Avenue. <br /> <br /> Mr. Harris presented his report dated June 7, 1976, regarding this matter, <br /> which analyzes the potential for development under various zoning districts. He <br /> displayed maps showing location of the area involved. He stated that the Planning <br /> Commission concurred with the staff recommendation that the entire area be rezoned <br /> to RM-4000. <br /> <br /> Council discussion ensued regarding Frank Auf der Maur's multiple units on <br />Vineyard Avenue which have already been approved under RM-1500 zpning but have <br />not yet been constructed. Also, the question of non-conforming'effect of rezoning <br />property already built under RM-1500 standards to RM-4000 was discussed. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember Mercer, <br />that Resolution No. 76-147, accepting the report of the Director of Planning dated <br />June 7, 1976, which recommends that the entire area north of Vineyard between First <br />Street and the City Limit line be rezoned from RM-1500 and RM-2500 to RM-4000, and <br />that the two parcels on the south side of Vineyard Avenue shown on location map <br />Exhibit A, be rezoned from RM-2500 to R-1-6500, and to specifically exempt Frank <br />Auf der Maur's property approved for Multiple Units as previously granted under <br />RM-1500, be adopted. <br /> The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: Councilmember Brandes <br /> <br />Report of the City Manager~ Re: Vineyard Avenue Traffic Study <br /> Mr. Campbell presented the report of the Traffic Engineer dated April 28, 1976, <br />regarding this matter. <br /> <br /> Mrs. Elizabeth Hall's letter dated June 15, 1976, regarding traffic problems <br />on Vineyard Avenue was entered into the record. <br /> <br /> The following persons addressed the Council regarding their concerns of traffic <br />and parking problems on Vineyard Avenue: <br /> <br /> Irving Googins, 311 Christins Court <br /> Ms~ Pat Uomini, 304 Christina Court <br /> Mrs. Jan Johnson, 359 Christina Court <br /> John Pletronave, 2500 Vineyard Avenue <br /> Mrs. Carolyn Strobridge, 367 Christina Court <br /> <br /> Council discussion ensued regarding best possible solutions for traffic and <br />parking problems on Vineyard Avenue. <br /> <br /> After considerable discussion, it was moved by Councilmember Herlihy, and <br />seconded by Mayor Philcox, that Resolution No. 76-148, to continue No Parking on <br />the North side of Vineyard Avenue, to amend the Traffic Resolution to establish <br />"No Parking Zones" on the South side of Vineyard Avenue from 7:00 A.M., to 8:00 <br />P.M., Monday through Friday, continue the painting of curbs to improve visibility <br />problems at driveways, request more Police patrol for speeders, and to re-evaluate <br />the results of this program in six months, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: Councilmember Brandes <br /> <br /> 2. 6/21/76 <br /> <br /> <br />
