4 6 <br /> <br /> Mrs~ Martinsen, speaking on behalf of herself, stated she felt another service <br />station was not needed on Hopyard Road, and that increased traffic would cause a <br />problem~ <br /> <br /> Mr, Schwab, in rebuttal, stated he felt there was a discrepancy in the traffic <br />figures contained in the reports and that this was an important issue when con- <br />sidering the proposed application which should be addressed, as well as the economic <br />stress this service station might have on other businesses in the City, and requested <br />his appeal be granted. <br /> <br /> Mr. Scheidig stated that Mr~ Schwab had not received a copy of the report of the <br />Director of Engineering Services dated June 2, 1976, and that he should be granted <br />time to review this ~eport~ Mayor Philcox allowed Mr. Schwab time to review the <br />report. <br /> <br /> Mr, Schwab stated he read the document and felt that the report supported his <br />proposition that there was not sufficient information regarding the traffic impact <br />of the proposal to allow this proposed service station. <br /> <br /> There being no further public testimony, Mayor Philcox declared the public hear- <br />ing closed. <br /> <br /> Councilmember Herlihy stated he was concerned about the traffic and economic <br />impacts this proposed service station might have° He stated he felt Council should <br />direct staff to start the necessary paperwork to get the State to make Hopyard Road <br />a full interchange and four lanes across as priorities and funding will have to be <br />taken into consideration~ <br /> <br /> Councilmember LeClaire stated that she did not feel that the traffic or economic <br />impacts were significant so as to require the preparation of an Environmental Impact <br />Report~ <br /> <br /> Councilmember Brandes expressed concern about traffic, and stated he agreed with <br />Councilmember Herlihy to get on the priority list with the State in an effort to get <br />an interchange and widening of Hopyard Road. He stated he felt an Environmental <br />Impact Report would help in making an intelligent decision regarding this matter as <br />it would give additional information regarding traffic as well as economic impacts. <br /> <br /> Mayor Philcox stated he would uphold the City Manager's decision since not <br />sufficient evidence or significant environmental effects had been shown, and he <br />felt that commercial development should be encouraged along Hopyard Road. <br /> <br /> It was moved by Councilmember Brandes that the appeal of the decision of the <br />City Manager to file a Negative Declaration for UP-76-11, an application for a <br />Conditional U~e Permit to construct and operate a service station on the North- <br />west Corner of Hopyard Road and Johnson Industrial Drive, be granted. <br /> <br /> The motion died for lack of a second. <br /> <br /> I~ was m~ed by Councilmember LeClaire, and seconded by Councilmember Herlihy, <br />that Resoluti~.n Noo 76-132, denying the appeal of the decision of the City Manager <br />~o ~ile a Negative Declaration for UP-76-11, an application for a Conditional Use <br />Fermit ~o construct and operate a Service Station on the Northwest Corner of Hop- <br />yard ~-~ af~ 7ohnson Industrial Drive, be adopted due to lack of evidence that <br />signlf~can~ ~! ~r~nmental impacts will result from the project. <br />The ~oI1 ~a~ v~t~ was as follows: <br />AYES~ Councilmembers Herlihy, LeClaire, and Mayor Philcox <br />NOES: Councilmember Brandes <br />ABSENT~ None <br />ABSTAINEP:Councilmember Mercer <br /> <br /> Council instructed staff to proceed with communications to the State regard- <br /> ing road improvements on Hopyard Road~ <br /> <br /> Councilmember Mercer rejoined the meeting at this time. <br /> <br /> 2. 6/3/76 <br /> <br /> <br />
