427 The roll ceil vote was as follows: AYES: Councilmembers Hezlihy, Mercer, and Mayor Philcox NOES: Councilmembers Brandes and LeClaire ABSENT: None Councilmembe~ LeClaire stated she felt a decision on the rezoning should be deferred until a study of the long range effects of this application could be reviewed~ She proposed that the property be placed in a Study District for four months until some of the problems could be reviewed. After discussion, it was moved by Councilmember Mercer, and seconded by Councilmember Herlihy, that Resolution No. 76-111, setting forth the Council's intent to considerrezoning the property, after the receipt of an additional report from the Planning Commission, subject to the following conditions: (1) that each phase of the project as it is presented be subject to a specific En- vironmental Impact Report with specific ~eference to noise, traffic, sewer, drainage, setbacks and landscaping, lighting, and parking; and (2) that each Environmental Impact Report and project phase con~,before the City Council for consideratl.?,n of appropriate mitigation measures necessary to effectuate the Environmental Impact Report, be adopted~ The roll call vote was as follows: AYES: Cc~uncilmembers Brandes, Herlthy, Mercer, and Mayor Philcox NOES: Councilmember LeGlairs ABSENT: None Mayor Philcox stated this item would be heard by the Planning Commission on June 9th, and ags~n by City Council on June 28, 1976~ Mayor Philcox recessed the meeting at 10:25 P.M.
