393 It was moved by Councilmember Mercer, and seconded by Councilmember LeClaire, that Resolution No. 76-92, denying the appeal of a decision of the Board of Adjust- ment approving application V-76-4, a request for a Variance to Section 2-5.35, Article 3, Chapter 2, Title II of the Ordinance Code of the City of Pleasanton, to allow construction of a room addition at 1815 Brooktree Way, which would en- croach into the required rear yard of the property, zoning for thelproperty is R-1-6500 (Single Family Residential) District, be adopted. Mayor Philcox declared the public hearing open. Mr~ Scheidtg reminded the Council that the action tonight was to determine whether or not to grant the appeal of the decision of the City Manager that an Environmental Impact Report is not required for the amendment to the General Plan Circulation Element for the area in question, not to discuss street cir- culation patterns. After discussion, it was moved by Councilmember Mercer, and seconded by Councilmember Herlihy, that Resolution No~ 76-93, denying the appeal of the decision of the City Manager that an Environmental Impact Report is not re- quired for the amendment to the General Plan Circulation Element for the area bounded by Hopyard Road, 1-580, TassaJara Road and the extension of West Las Positas Boulevard, between Hopyard Road and Santa Rita Road, be adopted.
