379 <br /> <br /> Mr. John Pietronave, 2500 Vineyard Avenue, asked about sewage from the <br />Sunol Golf Course. Mr. Campbell explained the present arrangement for <br />accepting at the Sunol Plant sewage from the golf course. Mr. Pietronave <br />cautioned the City against approving new uses such as restaurants and markets <br />which use commercial garbage grinders. <br /> <br /> The City Council then discussed the resolution establishing a method <br />of allocation. <br /> <br /> Councilmember Brandes expressed his objection to the lack of a growth <br />rate plan before the Spring of 1977, stating that this was unacceptable <br />and he would not vote for this resolution in its present form. He then <br />moved that the City now adopt a 2% growth rate. This was not seconded. <br /> <br /> Mayor Philcox also felt that 1977 seemed a long time to wait for a <br />growth management plan, and encouraged staff to proceed ahead with the plan. <br />as quickly as possible. <br /> <br /> Councilmember Herlihy reminded the Council that the City has applied <br />for a federal grant of $25,000 to implement a growth management plan for <br />the City and that the City should be sure that a proper study is done <br />before setting a 2% figure at this time. <br /> <br /> Mayor Philcox would like to see commercial uses be reserved for a <br />one year period as is indicated in the resolution pertaining to industrial <br />uses. <br /> <br /> Councilmember Brandes felt that if further studies prove that the <br />statistics on the Fairgrounds were not accurate, these allocations should <br />be reduced. <br /> <br /> Mr. Scheidig indicated that a separate section in the resolution <br />could be included expressing its intent regarding the Alameda County <br />Fair flow and to review an in-house sewer survey to identify possible <br />areas where sewage flow can be reduced. Mr. Scheidig also discussed other <br />language revisions to the resolution, which the City Council approved by <br />concensus. <br /> <br /> It was moved by Mayor Philcox, and seconded by Councilmember LeClaire, <br />that Resolution No. 76-83, establishing on an interim basis, a method for <br />allocating additional single family dwelling unit equivalent sewer connec- <br />tions at the Sunol Sewage Treatment Plant for properties located within <br />the Sunol service area, with the modifications suggested by Mayor Philcox <br />and the City Attorney, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, Mercer and Mayor Philcox <br />NOES: Councilmember Brandes <br />ABSENT: None <br /> <br /> The City Attorney then advised that a resolution establishing the <br />distribution of allocations for the first year should be considered. <br /> <br /> After discussion, it was moved by Mayor Philcox, and seconded by <br />Councilmember Herlihy that Resolution No. 76-84, setting forth the method <br />of the initial allocation as outlined in the report, and modified as <br />follows: <br /> <br /> D.U.E.'s <br /> <br /> Morrison - Pleasanton Valley 40 <br /> Elliott 40 <br /> Scattered lots (1 per person) 15 <br /> Multiple 20 (30 apt. units) <br /> Commercial (including Church) 20 <br /> Industrial (San Francisco) 5 <br /> 140 <br /> <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> -6- 4-12-76 <br /> <br /> <br />
