375 <br /> <br /> Application b2 the Pleasanton Bicentennial Committee to conduct the Fair <br /> Parade, June 27th <br /> Mr. Walker presented his reported dated April 8, 1976, regarding this <br /> matter. <br /> <br /> The parade permit application, and co-sponsorship between the City and <br /> the Bicentennial Committee, which would require an adjustment to the City <br />~udget, was discussed. <br /> <br /> Mrs. Charlotte Severin of the Bicentennial Committee, was in attendance <br /> and answered questions regarding the nature of the concessions, advising that <br /> these would be run strictly by non-profit, local groups. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember <br /> Herlihy, that Resolution No. 76-80, approving City acceptance of co- <br /> sponsorship with the Bicentennial Committee for the 1976 Fair Parade, <br /> meeting all Public Safety conditions listed in the staff report, and with <br /> the adjustment to the City Budget to cover the City's share of the costs <br /> of the parade, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer and Mayor Philcox <br /> NOES: None <br /> ABSENT: None <br /> <br /> Councilmember Mercer emphasized that this co-sponsor status is meant to <br /> be for this year only. The Council recognized too, that in order for the <br /> Bicentennial Festival Committee to receive the $2,500 from the Alameda' <br /> County Fair Association to co-sponsor the parade, an agreement between the <br /> City and Fair Association must be entered into. <br /> <br /> This agreement was discussed. Mr. Scheidig informed the Council that <br /> the City will be assuming certain liability under this agreement and that! <br /> he has been advised by Mr. Fernandez, the City's insurance agent, that the <br /> City's insurance will cover the costs of this liability. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember <br /> Mercer, that Resolution No. 76-81, authorizing the City to enter into an <br /> agreement with the Alameda County Fair Association to co-sponsor the 1976 <br /> Fair Parade, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer and Mayor Philcox <br /> NOES: None <br /> ABSENT: None <br /> <br /> Report, Re: Proposed Affirmative Action Program <br /> Mr. Miller presented the City Manager's report dated March 16, 1976, <br /> on this matter. <br /> <br /> Councilmember LeClaire made certain inquiries regarding specific pro- <br /> visions of the plan which were explained by Mr. Miller. <br /> <br /> There was discussion regarding the implementation of this plan. Mr. <br /> Miller explained that expanded advertising would be used in trying to <br /> get more people to apply for positions within the City as they become <br /> available. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember <br /> LeClaire, that Resolution No. 76-82, approving the Proposed Affirmative <br /> Action Plan, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer and Mayor Philcox <br /> NOES: None <br /> ABSENT: None <br /> <br /> Mayor Philcox declared a five minute recess. <br /> <br /> Mayor Philcox reconvened the meeting at 9:10 P.M. <br /> <br /> REPORTS OF BOARDS AND COMMISSIONS <br /> There were no Reports of Boards and Commissions scheduled for this <br /> meeting. <br /> -4- 4-12-76 <br /> <br /> <br />
