359. <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember Mercer, <br />that Resolution No. 76-69, approving the request for Holding Tank for the New Life <br />Fellowship Church at Hopyard Road and Valley Trails Drive (south), and authorizing <br />execution of the Holding Tank Agreement, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />~pproval of City and County of San Francisco Lease of additional la~d for disposal <br /> Mr. Campbell presented his report dated March 17, 1976, regarding this matter. <br /> <br /> Councilman Herlihy stated he felt there was insufficient Justification for the <br />City to take on liability they do not need and that only nine acres of additional <br />disposal land should be leased at this time with additional land acquired as needed. <br />He also called attention to paragraph 29 of the Agreement which guarantees sewer <br />capacity. <br /> <br /> Mr. Scheidig explained paragraph 29 of the Agreement, and the restrictions upon <br />the sewage allocation for San Francisco. <br /> <br /> Mr. Edgar stated the time to negotiate the lease is now, when the land is <br />available and the parties favorable to negotiating the leasg, and also it assures <br />the City of disposal land until phase out of the Sunol Boulevard Sewage Treatment <br />Plant occurs. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember LeClaire, <br />that Resolution No. 76-70, approving City and County of San Francisco Lease of <br />additional land for disposal with modifications as proposed, and authorizing <br />execution of the Agreement, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, LeClaire, Mercer, and Mayor Philcox <br />NOES: Councilmember Herlihy <br />ABSENT: None <br /> <br />Oral Reports. Re.: StatUs of Bicycle Trails (Contd. from 2-23-76) <br /> Mr. Edgar presented background information regarding this matter. <br /> <br /> Mr. Sooby displayed a Map showing bike trails and facilities, and presented <br />an informational report regarding status of present bike trails, future projects, <br />facilities that can be implemented with minor improvements, and comments on in- <br />ability to install bike trails on Foothill Road. <br /> <br /> Council discussion ensued regarding the feasibility of using Second Street <br />instead of First Street as a Bikeway and requested a report from staff regarding <br />a cost analysis related to improvements' of these streets as well as safety <br />factors. <br /> <br /> Councilmember LeClaire expressed concern for safety of bike riders on First <br />Street as well as connection of bike trails throughout the City. <br /> <br /> Council requested the Bicycle Trail System be referred to the Park and <br />Recreation Commission for their recommendation as to priorities on bike trails <br />and facilities. <br /> <br />Matters for the Information of the Council <br /> Mr. Edgar presented a letter dated February 19, 1976, from the Office of <br />Traffic Safety, approving a Traffic Safety Grant for the City. <br /> <br /> Mro Edgar presented a memorandum of the Assistant City Manager, dated <br />March 19, 1976, regarding permit to move house from Rose Avenue to Second <br />and Angels Streets. <br /> <br /> Mayor Philcox recessed the meeting at 9:30 P.M. <br /> <br /> Mayor Philcox reconvened the meeting at 9:40 P.M. <br /> <br /> 3. 3/22/76 <br /> <br /> <br />
