357 <br /> <br /> SPECIAL REPORTS <br /> There were no Special Reports scheduled for this meeting. <br /> <br /> REPORTS OF BOARDS AND COMMISSIONS <br /> There were no Reports of Boards and ~ommissions scheduled for this meeting. <br /> <br /> REPORTS OF THE CITY MANAGER <br /> Review of Bid and Award of Contract for Abbie Street Improvements <br /> Mr. Sooby pre~en~ed"~is report dated March 17, 1976, regarding this matter. <br /> <br /> It was moved by Councilmember LoCiairs, and seconded by Councilmember Brandes, <br />that Resolution No. 76-68, awarding bid on Abbie Street Improvements, Project No. <br />76-1, to Gone Caldeira Grading and Paving, Inc., P. O. Box 119, Pleasanton, in the <br />amount of $28,498.30, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />Report~ Re.: Amendment t0. Tr~f~.~c R~olut.ion <br />Mr. Campbell presented his report dated March 17, 1976, regarding this matter. <br /> <br /> Mr. Scheidig presented a draft resolution which incorporated all the amend- <br />ments that have been made to the original traffic resolution. <br /> <br />It was moved by Councilmember LeClaire, and seconded by Mayor Philcox, to <br />adopt the resolution incorporating the amendments of the traffic resolution to <br />bring it up to date. <br /> <br /> Council discussion ensued regarding previous traffic amendments. <br /> <br /> Councilmember LeClaire withdrew her motion on this matter, and Mayor Philcox <br />withdrew his second. <br /> <br /> Councilmember Herlihy suggested that no material be given to Councilmembers <br />on Monday night which required action at that meeting, but rather it be placed <br />in the agenda packets delivered on Thursday thereby allowing ample time for review. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br />that the report regarding Amendment to Traffic Resolution be continued to the <br />meeting of April 12, 1976, to allow additional time for review. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />Report~ Re: Request for Holdin~ Tank for New Life Fellowship Church <br />Mr. Sooby presented his report dated March 8, 1976, regarding this matter. <br /> <br /> Councilmember Brandes advised that he had a problemwith the procedure related <br />to holding tanks. He also requested a report be submitted to City Council regard- <br />ing periodic check on holding tanks to m6nitor the disposal of effluent. <br /> <br /> Mr. Edgar explained the disposition of holding tank effluent, which is being <br />done under Franchise Agreement with Pleasanton Garbage Service. <br /> <br /> Mr. Campbell stated that reports were submitted to Alameda County Health <br />Department on this matter by the Franchisee and that copies of these reports <br />would be made available for Council inspection. <br /> <br /> Council discussion ensued regarding holding tank costs and capacity for the <br />New Life Fellowship Church. <br /> <br /> Mr. Scheidig explained the conditions being imposed on this application, <br />including an additional condition relating to acknowledgement by the applicant <br />of the sewage service area (VCSD) within which the project is located. <br /> <br /> 2. 3/22/76 <br /> <br /> <br />
