349, <br /> <br /> Mr. Jack Bras, Chairman of the Industrial Sewer Committee of the Chamber of <br />Commerce, requested Council to consider allowing the maximum number of sewer <br />connections possible in order to supply the needs of commercial and industry <br />during the next four or five years or until a permanent solution to the sewer <br />problem is reached. <br /> <br /> The City Attorney reviewed for the City Council~s benefit the history of <br />the Sunol Plant, the Cease and Desist Order imposed on the Plant, the litigation <br />which the City has experienced with regard to the Plant, the formation and pur- <br />poses of LAVWMAand the projected compilation of an exportation pipeline by 1981, <br />and the status of expansion of the V.C.S.D. Plant. The Council was also advised <br />that the General Plan Resolution (No. 76-27) required the preparation of an <br />implementation program for allocating development within the City - including <br />the Sunol Treatment area. <br /> <br /> Members of Council were concerned about how the units requested would be <br />allocated and requested staff input as soon as possible. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember Mercer, <br />that Resolution No. 76-63, authorizing staff to request that the Regional Water <br />Quality Control Board allow 291 additional connections to the Sunol Boulevard <br />Sewage Treatment Plant, at their meeting of March 16, 1976, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: Councilmember Brandes <br />ABSENT: None <br /> <br /> Council requested staff to prepare a report for presentation on April 12, 1976, <br />regarding distribution of sewer connection allocations based on 291 additional <br />connections. <br /> <br />Matters for the Information of the Council <br /> There were no matters for the information of the Council presented at this <br />meeting. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Adoption of Weed Abatement Resolutions.. ~nd set Public Hearing for 4-12-76 <br /> Mr. Scheidig presented his report dated March 10, 1976, regarding this matter. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember LeClaire, <br />that Resolution No. 76-64, declaring that weeds, rubbish or refuse upon or in front <br />of certain described properties within the City of Pleasanton constitute public <br />nuisances and that the same shall be abated, and setting a public hearing in re- <br />gard to the same to be held in the Pleasanton Council Chambers, 30 West Angela <br />Street, Pleasanton, at 8:00 P.M., on April 12, 1976, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />Additional Report~ Re: Request for Transfer of Septic Tank A~reement from Mr. and <br />Mrs. Ellis to Mr. and Mrs. Byrd <br /> Mr. Scheidig presented his report dated March 10, 1976, regarding this matter. <br /> <br /> Councilmember Brandes stated he had severe reservations regarding septic tanks, <br />especially since public sewers would not be available for a long period of time. <br /> <br /> Councilmember LeClaire reiterated her policy to vote against all septic tank <br />applications primarily because of degradation to the water supply. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Herlihy, <br />that Resolution No. 76-65, approving the application for septic tank of Mr. and <br />Mrs. Robert W.
