Construction of a pedestrian overcrossing over <br /> Route 1-680 at West Las Positas Boulevard. $270~000 <br /> $(55,000) <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Philcox recessed the meeting at 9:25 P.M. <br /> <br /> Mayor Philcox reconvened the meeting at 9:35 P.M. <br /> <br />PRESENTATION BY MANPOWER TRAINING CENTER <br /> Mr. Alberto Cuadra, representing the Manpower Training Center of Union City, <br />made a brief presentation regarding the Program of the Manpower Training Center, <br />and requested that literature be distributed at City Hall regarding this matter. <br /> <br /> Councilmember LeClaire explained that this Program is funded under CETA, and <br />is doing an excellent Job. Councilmember LeClaire ~hanked Mr. Cuadra for bringing <br />this matter to the attention of the City Council and stated that more people from <br />the Valley should take advantage of this Program. <br /> <br /> Councilmember Mercer requested that this literature also be placed at the <br />Schools for distribution. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br />REPORTS OF THE CITY MANAGER (Contd.) <br />Report, Re: Number of R~quested Sewer Connections for the Sunol Sewage Treatment <br />Plant <br /> Mr. Edgar presented his report dated March 10, 1976, regarding this matter, and <br />displayed Chart showing sewer connection inventory. <br /> <br /> Mr. Edgar stated he had talked to the Executive Officer of the Regional Water <br />Quality Control Board this date and was informed the City's request for additional <br />connections, scheduled to be heard 3-16-76, would be continued for thirty days. <br /> <br /> Mr. Chuck Seymour, 492 San Gabriel Court, representing Mission Park Homeowners, <br />stated this group would prefer that no new connections be allowed into the Sunol <br />Sewage Treatment Plant, however, if connections were allowed it should be on a <br />slow and gradual basisof perhaps 75 units per year or a 2% growth rate. He also <br />expressed concern regarding the l~gal aspects and the control of the odor problem <br />as well as the Fair flow into the Plant. <br /> <br /> Mr. David Bigger, 301 Junipero, presented statistical information regarding <br />capacity at the Sunol Sewage Treatment Plant, and urged City Council to set <br />limitations and enforce a slow and gradual allocation process. <br /> <br /> 4. 3/15/76 <br /> <br /> <br />
