297 <br /> <br /> It was moved by Councilmember LoCiairs, and seconded by Councilmember McLain, <br /> that Ordinance Noo 775, amending in its entirety Article 2 (Water Connection Fees), <br /> Chapter 9 (Water), Title II (Zoning and Development), of the Municipal Code of the <br /> City of Pleasanton, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers LeClaire, McLain, and Mayor Kinney <br /> NOES: Councilmembers Herlihy and Philcox <br /> ABSENT: None <br /> <br /> SPECIAL REPORTS <br /> Repor. t~ Re: Pla.cemep.t of Crossing Guards throughout the City <br /> Mr, Edgar presented his Memorandum dated January 21, 1976, regarding this <br /> matter~ <br /> <br /> Mrs. Sandra Smith, 5082 Crestwood Court, spoke in favor of placing a crossing <br /> guard at Black Avenue and Harvest Road. She presented traffic statistics which <br /> she felt warranted a crossing guard at this location. She also presented a <br /> petition and letter from citizens in the area supporting the request for a cros- <br /> sing guard at Black Avenue and Harvest Road. <br /> <br /> Mrs, Connie Roney, 4523 Gatetree Circle, spoke in favor of placing a crossing <br /> guard at Black Avenue and Harvest Road~ <br /> <br /> Council discussion ensued regarding the criteria for placement of crossing <br />guards throughout the City, priorities, and School District involvement in this <br />matter. <br /> <br /> it was moved by Councilmember Herlihy, and seconded by Councilmember LeClaire, <br />that Resolution Noo '76-20, authorizing placement of a crossing guard at Black <br />Avenue and Harvest Road, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney <br />NOES: None <br />ABSENT: None <br /> <br /> Council. took action appointing a Council Committee, consisting of Mayor Kinney <br />and Councilmember LoCisire, to meet with the School District office to determine <br />priorities for crossing guards throughout the City. This matter will be scheduled <br />for further report and recommendation on the February 9th agenda. <br /> <br />.MATTERS CONTINUED FOR DECISION (Contd.) <br />Further Discussiot,.Re:' Restructuring of the Community Concerns Connnittee <br /> Mro Edgar presented his Memorandum dated January 21, 1976, regarding this <br />matter~ <br /> <br /> Samuel Robotson, Chairman of the Community Concerns Committee, requested that <br />a decision be made by Council tonight on this matter. <br /> <br /> Counci~member LeClaire explained the CETA funding for Human Services programs, <br />and cit~ c~..~,n~peti~ion for these funds~ She strongly urged the Council to take <br />~l'~!le~tage c:~' this opportunity of staff assistance for human services through <br />ACA~'/ACTEB~s technical assistance program and the establishment of a Human Ser- <br />vtce~ C~;fm~i~siono <br /> <br /> Co~ncfimember Heflihy stated he felt this service should be done on a Valley- <br />wide p~rhaps under the jurisdiction of COVA., and also expressed concern regarding <br />cos~s~ <br /> <br /> Ms~ June Vierra, former member of the Community Concerns Committee, spoke in <br />favor of a Human Services Commission. <br /> <br /> Councilmember McLain expressed concern regarding structure of the two Com- <br />missions of Human Services and Park and Recreation. <br /> <br /> 4. 1/26/76 <br /> <br /> <br />
