299 <br /> <br /> Councilmember Philcox stated he felt there was a need for human services in <br />the City, but liked the concept of a Valley-wide program. <br /> <br /> Mayor Kinney emphasized the importance of obtaining the CETA funds now for <br />the City, with further study of a Valley-wide program at a later time. <br /> <br /> It was moved by Councilmember LoCiairs, and seconded by Mayor Kinney, that <br />Resolution No~ 76-21, approving the City Manager's report dated January 8, 1976, <br />which determines that the City accepts major responsibility for human services <br />in the community; reorganize the Recreation Department into a Department of Human <br />Services; pursue the provision of staff assistance for human services through <br />ACAP/ACTEB's technical assistance program; and establish a Human Services Com- <br />mission through the restructuring of the Community Concerns Committee; and study <br />further the concept of a Valley-wide Program, be adopted. <br />The rcll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, Philcox, and Mayor Kinney <br />NOES: Councilmember McLain <br />ABSENT: None <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br />Report of the Planning.~ommiSsioR, Re: Palmistry <br /> Mr. Edgar presented the report of the Director of Planning dated January 21, <br />1976, regarding this matter, <br /> <br /> Gregg Doherty, Planning Commissioner, briefed the Council on reasons for the <br />recommendation of the Planning Commission, stating that the Ordinance should be <br />tightened to prohibit this practice under all circumstances. <br /> <br /> Mr~ Roy H.
