299 Councilmember Philcox stated he felt there was a need for human services in the City, but liked the concept of a Valley-wide program. Mayor Kinney emphasized the importance of obtaining the CETA funds now for the City, with further study of a Valley-wide program at a later time. It was moved by Councilmember LoCiairs, and seconded by Mayor Kinney, that Resolution No~ 76-21, approving the City Manager's report dated January 8, 1976, which determines that the City accepts major responsibility for human services in the community; reorganize the Recreation Department into a Department of Human Services; pursue the provision of staff assistance for human services through ACAP/ACTEB's technical assistance program; and establish a Human Services Com- mission through the restructuring of the Community Concerns Committee; and study further the concept of a Valley-wide Program, be adopted. Mr~ Roy H. Arnold, Attorney, 3301 Watt Avenue, Sacramento, representing Mr. Dewey Stevens, 4340 Railroad Avenue, Pleasanton, explained the business of palm reading as done by the applicant, and urged this type of business be allowed in Pleasanton~ Councilmember LeClaire stated she didn't understand the concern about Palmistry because if the citizens did not support the business ~t would fail. Cc~ncilmember Herlihy stated the comments from the community were that Pleasanton didnvt need Palmistry. It was moved by Councilmember Herlihy, and seconded by Councilmember McLain, that the City Attorney be instructed to review, revise, and update the City Ordi- nance as ~t pertains to palmistry and submit a Constitutionally defensible ordi- nance regulating palmistry, etc~, for compensation, donation, or similar return.
