295 Councilmember McLain stated that he was aware of the manpower shortage but on a fixed Budget additional personnel could not be hired unless taxes are raised, and this concept will have to he sold to all the citizens of the com- munity. He stated the best services possible are provided under the circum- stances. He cited letters of commendations from citizens regarding the excellent service and attitude of the Fire Division. Councilmember McLain expressed dismay at the presentation of some City Council Candidates stating he felt their comments should be given at a Candidates Night forum rather than a City Council meeting. Councilmember Herlihy stated that the traditional organization of the fire service may not be the best for Pleasanton. The Council is considering the most effective and efficient way to provide public safety service. He stated that Pleasanton's procedures were different than other cities. He also stated response time is excellent in Pleasanton and he commented on the fine job done by Pleasanton Firemen. Councilmember Herlihy expressed concern regarding increase in taxes and that the Council has to be cautious in how they spend money, but stated the best services possible would be provided with funds avaitable~ Councilmember LeClaire expressed concern that the speakers tonight did not represent the total community, especially with regard to a raise in taxes to pay for additional fire service. She stated that the Council was aware of the need for more manpower and this would be studied at Budget time. She stated the citizens should be aware of budgetary priorities. Councilmember LeClaire stated the City staff is responsible to the City Council in carrying out the duties of administration, and that the Council was considering the best means of administering the police and fire services. Mayor Kinney explained that there were certain areas where police and fire- fighters can complement each other in the performance of their respective tasks. The Mayor expressed concern that the matter before the Council was not clearly understood. He stated that the police and fire are two distinct operations but work together regarding public safety, for increased efficiency in emergency services~ The question Before the Council is administration of the departments and that manning would be addressed at Budget time. Mayor Kinney commended the Fire Division on their fine quality of service and Chief McCloud on his out- standing leadership. He added he supports the report of the City Manager for providing the best service to the City. Bert Cherry, Fire Division Administration, spoke regarding the Fire Division Prevention Program of the Department as well as organization and manpower of the Division~ After (~tscussion, l~ was moved by Councilmember Philcox, and seconded by Councilmember LeClaire, that Resolution No. 76-19, approving the concept of a combined ?ub!ic Safety Department, the permanent appointment of Police Chief Walter McCloud to the position of Director of Public Safety, authorizing the initiazioa of the second phase of the public safety study, and directing the City Attorney to review necessary Code changes, be adopted.
