295 <br /> <br /> Councilmember McLain stated that he was aware of the manpower shortage but <br />on a fixed Budget additional personnel could not be hired unless taxes are <br />raised, and this concept will have to he sold to all the citizens of the com- <br />munity. He stated the best services possible are provided under the circum- <br />stances. He cited letters of commendations from citizens regarding the <br />excellent service and attitude of the Fire Division. Councilmember McLain <br />expressed dismay at the presentation of some City Council Candidates stating <br />he felt their comments should be given at a Candidates Night forum rather <br />than a City Council meeting. <br /> <br /> Councilmember Herlihy stated that the traditional organization of the fire <br />service may not be the best for Pleasanton. The Council is considering the <br />most effective and efficient way to provide public safety service. He stated <br />that Pleasanton's procedures were different than other cities. He also stated <br />response time is excellent in Pleasanton and he commented on the fine job <br />done by Pleasanton Firemen. Councilmember Herlihy expressed concern regarding <br />increase in taxes and that the Council has to be cautious in how they spend <br />money, but stated the best services possible would be provided with funds <br />avaitable~ <br /> <br /> Councilmember LeClaire expressed concern that the speakers tonight did not <br />represent the total community, especially with regard to a raise in taxes to <br />pay for additional fire service. She stated that the Council was aware of the <br />need for more manpower and this would be studied at Budget time. She stated <br />the citizens should be aware of budgetary priorities. Councilmember LeClaire <br />stated the City staff is responsible to the City Council in carrying out the <br />duties of administration, and that the Council was considering the best means <br />of administering the police and fire services. <br /> <br /> Mayor Kinney explained that there were certain areas where police and fire- <br />fighters can complement each other in the performance of their respective tasks. <br />The Mayor expressed concern that the matter before the Council was not clearly <br />understood. He stated that the police and fire are two distinct operations but <br />work together regarding public safety, for increased efficiency in emergency <br />services~ The question Before the Council is administration of the departments <br />and that manning would be addressed at Budget time. Mayor Kinney commended the <br />Fire Division on their fine quality of service and Chief McCloud on his out- <br />standing leadership.
