285 <br /> <br /> Councilmember Philcox expressed concern that the Federal government would <br />fund the human services programs for perhaps a year and then drop them. Me <br />requested additional information regarding cost estimates and programs aswell <br />as proposed staffing. <br /> <br /> Councilmember McLain expressed concern as to how the program would function <br />with other City decision-making groups, and suggested that perhaps a Human Ser- <br />vices Department be established with Recreation being incorporated within this <br />Division. <br /> <br /> Councilmember Herlihy requested a list of human services already established <br />in the County and Valley, and expressed concern regarding overlapping or already <br />provided human services in the area. He also expressed concern about the costs <br />of such a program. <br /> <br /> Mayor Kinney stated there were merits to the proposal but expressed concern <br />regarding costs. <br /> <br /> Council concurred to continue the matter to the meeting of January 26, 1976, <br />for additional information and review, and also to receive the comments of <br />Councilmember LoCiairs, who is the Council liaison member to the Community Con- <br />cerns Committee. <br /> <br /> Mayor Kinney recessed the meeting at 10:00 P.M. <br /> <br /> Mayor Kinney reconvened the meeting at 10:15 P.M. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br /> Mayor Kinney recognized the City Council Candidates in the audience as follows: <br />Frank Brandes, Gone Finch, and Jim Jordan. <br /> <br />REPORTS OF THE CITY MANAGER (C0ptd.) <br />~ep~r~ .Re: Gr~Ve~. Truck Stpd7 <br /> Mr. Campbell presented introductory remarks regarding this matter. <br /> <br /> Council requested additional time to study this report, so Mayor Kinney con- <br />tinued the item to the meeting of February 23, 2976, for further discussion. <br /> <br />Matters for the Information of the Council <br /> Mr. Edgar presented a letter dated January 6, 1976, from Herb Crowle, Alameda <br />County Director of Public Works, addressed to the Board of Supervisors, regarding <br />the closing and vacating of Santos Ranch Road. Councilmember McLain requested <br />the Mayor send a letter of appreciation to the Board of Supervisors in anticipa- <br />tion of their action. <br /> <br /> Mr. Edgar presented a memorandum of the Assistant City Manager dated January <br />2, 1976, regarding additional certificates earned by W. E. Angle, Jr., Maintenance <br />Man II. The Mayor was requested to write Mr. Engle a letter of commendation. <br /> <br /> Mr. Edgar presented the attendance records of the Planning Commission and the <br />Park and Recreation Commission for the period July, 1975, through December, 1975. <br /> <br /> Mr. Edgar presented a letter from Robert Allen regarding BART. <br /> <br />REPORTS OF THE CITY ATTORNEY <br /> There were no reports of the City Attorney scheduled for this meeting. <br /> <br />COMMUNICATIONS <br /> There were no Communications presented at this meeting. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee reports for the information of the <br />Council. <br /> <br /> 5. 1/12/76 <br /> <br /> <br />
