285 Councilmember Philcox expressed concern that the Federal government would fund the human services programs for perhaps a year and then drop them. Me requested additional information regarding cost estimates and programs aswell as proposed staffing. Councilmember McLain expressed concern as to how the program would function with other City decision-making groups, and suggested that perhaps a Human Ser- vices Department be established with Recreation being incorporated within this Division. Councilmember Herlihy requested a list of human services already established in the County and Valley, and expressed concern regarding overlapping or already provided human services in the area. He also expressed concern about the costs of such a program. Mayor Kinney stated there were merits to the proposal but expressed concern regarding costs. Council concurred to continue the matter to the meeting of January 26, 1976, for additional information and review, and also to receive the comments of Councilmember LoCiairs, who is the Council liaison member to the Community Con- cerns Committee. Mayor Kinney recessed the meeting at 10:00 P.M. Mayor Kinney reconvened the meeting at 10:15 P.M. MEETING OPEN TO THE PUBLIC No one in the audience addressed the Chair. Matters for the Information of the Council Mr. Edgar presented a letter dated January 6, 1976, from Herb Crowle, Alameda County Director of Public Works, addressed to the Board of Supervisors, regarding the closing and vacating of Santos Ranch Road. Councilmember McLain requested the Mayor send a letter of appreciation to the Board of Supervisors in anticipa- tion of their action. Mr. Edgar presented a memorandum of the Assistant City Manager dated January 2, 1976, regarding additional certificates earned by W. E. Angle, Jr., Maintenance Man II. The Mayor was requested to write Mr. Engle a letter of commendation. Mr. Edgar presented the attendance records of the Planning Commission and the Park and Recreation Commission for the period July, 1975, through December, 1975. Mr. Edgar presented a letter from Robert Allen regarding BART. REPORTS OF THE CITY ATTORNEY There were no reports of the City Attorney scheduled for this meeting.
