Mr. Michael Parsons, Director of the Pleasanton Housing Authority, re- <br />quested that $10,000.00 to $15,000.00 be considered for seed money which <br />would interest a developer in building replacement housing for Koma~dorski <br />Village. Mr. Parsons stated the money would get a developer interested in <br />building the housing and this would he3.p assure the Federal Gcvernment that <br />proper planning would be done and that the project was feasible. <br /> <br /> Mr. Ed Mills, 435 East Angela Street, asked about the cost of the Harris <br />Acres Water Line and what year of funding the City was in at the present time. <br /> <br /> There being no further public testimony, Mayor Philcox declared the public <br />hearing closed. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by <br />Councilmember Brandes, that Resolution No. 76-244, approving projects proposed <br />for third year funding as the replacement of the Harris Acres Water lines lo- <br />cated along Whiting Street, Gale Avenue and portions of Abbie, East Angela and <br />Third Streets, and the extension of Peters Avenue from Division Street to Rose <br />Avenue; this being a continuation of the projects begun'under the first and <br />second year funding of the Housing and Community Development Act of 1974, be <br />adopted. <br /> The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />Mr. Parsons was requested to submit a report at Budget time regarding his <br />request of seed money for replacement of low income housing, for consideration <br />at that time. <br /> <br />Application of the PlanninM .CommiSsion fqr H. Elliot.t~ Inc.~ to fezone an <br />approximately 14 acre parcel of land located between Tawny and Palomino Drives <br />immediately east of Pico Avenue from C-N (Commercial Neighborhood) and PUD <br />(Planned Unit Development-Multiple Residential minimum 2500 square feet per <br />dwellin~ unit) District to C-N and RM-4000 District <br /> Mr. Harris presented his report dated November 3, 1976, regarding this <br />matter. <br /> <br /> Mayor Philcox declared the public hearing open. <br /> <br /> Mr. Harry Elliott, Jr., representing H. C. Elliott, Inc., spoke in favor <br />of the application. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> Mayor Philcox declared the public hearing closed. <br /> <br /> Councilmember LeClaire stated she would prefer this property be placed <br />in Planned Unit Development zoning to allow for more control of development <br />since she would like to see the shopping center develope first and the <br />multiple residential development develope afterwards. <br /> <br /> Councilmember Herlihy stated he felt no residential construction should <br />be started until at least 50% of commercial development is completed. <br /> <br /> Councilmember Mercer stated that Planned Unit Development should apply <br />to unique pieces of property and he considered this property to be unique <br />because of its location. <br /> <br /> After considerable discussion, it was moved by Councilmember LeClaire, <br />and seconded by Councilmember Mercer, that Resolution No. 76-245, indicating <br />the Council's intention to rezone the approximately 14 acre parcel of land <br />located between Tawny and Palomino Drives immediately east of Pico Avenue <br />from C-N (Commercial Neighborhood) and PUD (Planned Unit Development-Multiple <br />Residential minimum 2500 square feet per dwelling unit) District to PUD <br />(Planned Unit Development) subject to the conditions that only 6.4 acres <br />maximum residential development may occur and that the commercial shopping <br />center be the first phase of the Planned Unit Development to develope, be <br />adopted. <br /> <br /> 2. 1118/76 <br /> <br /> <br />
