MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> November 8, 1976 <br /> <br /> CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Robert Philcox called the Regular Meeting of the City Council to <br /> order at 8:00 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br /> ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as <br />follows: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor <br />Philcox were present. Mr. Edgar, City Manager, Mr. Scheidig, City Attorney, <br />Mr. Campbell, Assistant CityManager/Director of Public Works, Mr. Harris, <br />Director of Planning, Mr. Sooby, Director of Engineering Services, and Mr. <br />Caporusso, Director of Human Resources, were present. <br /> <br />AGENDAAMENDMENTS <br /> Councilmember Brandes requested that the Minutes for October 26, 1976, <br />be corrected on page 2, under Matters Continued for Decision, related to <br />adoption of Ordinance 797. The City Attorney was requested to listen to <br />the tapes for correction of this motion and second. <br /> <br /> Councilmember Brandes requested that the Minutes also be corrected on <br /> page 4, regarding Installation of Smoke Detectors at Komandorski Village, <br /> first roll call vote, to show that Councilmember Mercer voted AYE. <br /> <br /> CONSENT CALENDAR <br /> It was moved by Councilmember Brandes, and seconded by Councilmember <br />Mercer, that the following items listed on the Consent Calendar be approved, <br />as amended: <br /> <br />a. Approval of City Council Minutes for October 26, 1976, as amended. <br /> <br />b. Acceptance of report r~garding action taken by the Planning Commission <br /> on items at their Special Meeting of November 3, 1976. <br /> <br /> c.Adoption of Resolution No. 76-242, establishing BART Bus Stop at Santa <br /> Rita Road and Black Avenue. <br /> <br />d. Adoption of Resolution No. ~6-243, giving notice of proposed Annexation <br /> No. 71 to the City of Pleasanton, and setting a public hearing for written <br /> protects for January 3, 1977, 8:00 P.M., at the Pleasanton Council Chambers, <br /> 30 West Angela Street. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Ben Fernandez addressed the Council regarding the Good Times Parade <br />of 1976, summarizing the General Fund, and presented the City with a check in <br />the amount of $774.78, representing 10% of net profit. Councilmember Mercer, <br />on behalf of the City Council, thanked the Chamber of Commerce~-for their <br />efforts in the success of the Good T/mes Parade. Mr. Fernandez commended <br />the Pleasanton Jaycees for their outstanding participation in this event. <br /> <br />PUBLIC HEARINGS <br />Consideration of application for third year fundin~ under the Housing and <br />Community Development Act of 1974; projects prgpo.se~ for ~h~d 7ear f~n~in8 <br />are the replacement of the Harris Acres Water lines located along Whiting <br />Street, Gale Avenue and portions of Abbie, East An~ela and Third Streets, <br />and the extension of Peters Avenue from Division Street to Rose Avenue;. this <br />being a continuation of the projects begun under the first and second 7ear <br />funding of the Act <br /> Mr. Harris presented his report dated November 3, 1976, regarding this <br />matter. <br /> <br /> Mayor Philcox declared the public hearing open. <br /> <br /> <br />
