Mr. William Halverson, 2016 Neptune Road, Livermore, addressed
the Council on this matter and presented additional information on
smoke detectors, recommending the Guardion FB-1.

Councilmember LeClaire distributed a memorandum to her from
~onald G. Musket, Ph.D Scientist, who has investigated and concluded
that the doses of radiation emitted from the ionization-type smoke
detectors are not of a quantity to be considered dangerous. Council-
member LeClaire stated she is now personally satisfied that the
advantages far outweigh any disadvantages in regard to possible
radioactivity in ionization-type smoke detectors.

There was considerable discussion regarding the merits of the
Guardion FB-1 model versus the Smokegard 800A.

It was moved by Councilmember Brandes, and seconded by Council-
member Mercer, that the City Council authorize the purchase of 169
units of Guardion FB-1 to be installed at Komandorski Village.

Mr. Michael Parsons, Director of the Housing Authority, ad-
dressed the Council regarding placement of the smoke detectors due
to Komandorski's construction.

Mayor Philcox stated his agreement with the staff report and
indicated his support of its recommendations.

Mayor Philcox asked for the vote on Councilmember Brandes
~otion.
The roll call vote was as follows:
AYES: ~'~n'~'i'i'~mber Brandes ~ ~g~
NOES: Co'uncilmembers Herlihy, LeClaire, Met~M]4~, and Mayor Philcox
ABSENT: None

It was moved by Councilmember LeClaire, and seconded by Mayor
Philcox, that Resolution No. 76-239, authorizing staff to purchase
169 Smokegard 800A smoke detectors to be installed at Komandorski
Village, with the conditions that (1) the Acting Fire Chief should
assess the Radiation Safety Analysis provided to the Nuclear Regulatory
Commission by the manufacturer of the Smokegard 800A smoke detectors
and test the difficulty of removing the radioactive material contained
in said detector; and (2) that stickers should be placed on the smoke
detectors in both English and Spanish advising that the Housing Authority
or Fire Department be called for removal of the smoke detector, be
approved.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and
Mayor Philcox
~OES: None
ABSENT: None

Report, Re: Req_u~t from Lee Amaral for City to annex 5 acres on
Vineyard Avenue (Contd. from 10-11-76)
Plr.
