After discussion, it was moved by Councilmember Herlihy, and seconded by Councilmember LeClaire, to support the recommendation of the Planning Com- mission that the amphitheatre cover project be moved to a higher priority on the Alameda County Fairgrounds Capital Improvement Program. REPORTS OF THE CITY MANAGER Report, Re: Ordinance No. 775~ Water Connection Fees Mr. Edgar presented the report of the Assistant City Manager dated July 7, 1976, regarding this matter. After considerable discussion, it was moved by Mayor Philcox to intro- duce an ordinance to provide for the waiver of connection fees in the event of casualty loss on a home or structure greater than 50%, and that the structure be rebuilt to its original configuration. After further discussion, Mayor Philcox'withdrew his motion, and in- structed the City Attorney to draft the appropriate ordinances regarding ~ter and Sewer Connection fees allowing exemption for casualty loss, for review at the meeting of Setpember 13, 1976. Report~ Re: Survey Relative to Las Positas Overcrossing Mr. Edgar presented his report dated August 17, 1976, regarding this matter. Council discussion ensued regarding the best method to handle the dis- tribution of the survey form and to whom. Councilmember Brandes requested that a sixth alternative be added, being the option of a full interchange. 8723/76
