Mr. Ron McNtcoll, The Times, spoke regarding local access programming <br /> of public interest and the various equipment needed for such an endeavor. <br /> He presented a brochure by PACT to give an idea of what can be done in <br /> this type of activity. He stated he felt Tele-Vue should make a stronger <br /> financial commitment for this service, and requested that Council delay <br /> their decision on a rate increase for further study of this matter. <br /> <br /> Mrs. Darla Stevens presented various programs proposed for local access <br /> television and elaborated on the technical equipment necessary for produc- <br /> tion o£ these programs. She requested the City, as well as Tele-Vue, con- <br /> tribute ~o the provision of this activity. <br /> <br /> Mr. 0liver AnJo, 2403 Raven Road, asked various questions related to <br /> finances. <br /> <br /> Mr. John Johnson, Assistant Controller for Tele-Vue, presented a compari- <br /> son and statistical sheet of various cities regarding rates. <br /> <br /> There being no further public testimony, ~ayor Philcox declared the <br />~ public hearing closed. <br />~---- <br />~ A lengthy question and answer period followed between Council and re- <br />-~ presentatives of Tele-Vue regarding various concerns of the Council. <br /> <br /> After discussion, it was moved by Councilmember Bra~des, and seconded <br /> by Councilmember Herlihy, to continue decision on the matter of rate in- <br /> crease for Tele-Vue, Inc., to the meeting of September 13, 1976, for review <br /> of additional information regarding a more detailed accounting statement <br /> showing expenditures for the next five years for the entire Valley with <br /> Pleasanton, Dublin, and Livemore broken out separately, a comparative <br /> listing of the number of subscribers in each of the jurisdictions listed <br /> in the survey, an environmental analysis of the rate increase, and a <br /> written proposal from Tele-Vue Systems, Inc., regarding public access <br /> programming. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br /> NOES: None <br /> ABSENT: None <br /> <br /> Mayor Philcox recessed the meeting at 10:10 P.M. <br /> <br /> Mayor Philcox reconvened the meeting at 10:25 P.M. <br /> <br /> MATTERS CONTINUED FOR DECISION <br /> There were no matters continued for decision presented at this meeting. <br /> <br /> SPECIAL REPORTS <br /> There were no Special Reports presented at this meeting. <br /> <br /> REPORTS OF BOARDS AND COMMISSIONS <br /> Report of the Plannin8 Commission~ Re: Review of Plannin8 Fees <br /> Mr. Edgar presented the report of the Director of Planning dated August <br /> 13, 1976, regarding this matter. <br /> <br /> Mrs. Anna Martinsen, 4038 Payne Road, requested that a reasonable ceil- <br /> ing be placed on the appeal fee so that any individual may appeal without <br /> financial restriction. <br /> <br /> Mr. Don Savery, 6738 Rancho Court, asked that a base price be placed on <br /> the appeal fee within reason for anyone to be able to appeal a matter. <br /> <br /> Council discussion ensued regarding the appeal fee. <br /> <br /> After discussion, it was moved by Councilmember Herlihy, that the Var- <br /> ience fee be increased from $25.00 to $50.00, that the Appeal fee be in- <br /> creased to 25% of the fee charged for the case being appealed not to exceed <br /> $75.00, and that the General Plan Amendment fee be increased from $75.00 to <br /> $250.00. <br /> <br /> The motion died for lack of a second. <br /> <br /> 3. 8/23./76 <br /> <br /> <br />
