It was moved by Councilmember LeClaire, and seconded by Councilmember <br />Brandes, that Ordinance No. 822, to be read by title only and waiving further <br />reading thereof, adding Chapter 6 to Title IV (Health, Safety, Morals and <br />General Welfare) to the Ordinance Code of the City of Pleasanton relating to <br />Drinking in Public, be re-introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: Councilmember Herlihy .. <br /> <br />Adoption of Ordinance No. 824~ addin5 Chapter 6 to Title IV (Health~ Safety~ <br />Morals and General Welfare) to the Ordinance Code of the City of Pleasanton <br />relating to Drinkin~ in Public <br /> Mr. Scheidig advised that this Ordinance should be adopted on an urgency <br />basis to allow the Police Department to enforce the ordinance i~ediately for <br />the reasons set forth in the ordinance. <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember <br />Brandes, that Ordinance No. 824, to be read by title only and waiving further <br />reading thereof, adding Chapter 6 to Title IV (Health, Safety, Morals and <br />General Welfare) to the Ordinance Code of the City of Pleasanton relating to <br />Drinking in Public, be adopted as an urgency measure. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: Councilmember Herlihy <br /> <br /> Mayor Philcox read Police Department statistics regarding arrests and <br />citations on Main Street, and commended the Police Department for their <br />control and efforts in this matter. The Mayor indicated that these statistics <br />demonstrated the need for the urgency ordinance just adopted. He pledged his <br />support to the Department. Councilmember Brandes invited parents to survey <br />the downtown situation. <br /> <br /> Mr. Scheidig asked Council if they would like a report on the LAVWMA Joint <br />Powers Agreement amendments made by Livermore Council. Council requested this <br />matter be placed on the next agenda. <br /> <br />COMMUNICATIONS <br /> There were no Communications presented at this meeting. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of <br />the Council. <br /> <br />MATTERS INITIATED BY COUNCIL MEMBERS <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br />directing the City Attorney to prepare for the next Council meeting, a recommen- <br />dation regarding local Conflict of Interest Code to insert "prohibit Council- <br />members from participating in decisions involving their relatives". <br /> <br /> 8. 6/27/77 <br /> <br /> <br />
