It was moved by Councilmember Mercer, and seconded by Councilmember Herlihy, that Resolution No. 77-122, authorizing the hiring of a full time permanent accountant effective June 1, 1977, and amending the Fiscal Year 1976-77 Budget accordingly, be adopted. It was moved by Councilmember Herlihy, and seconded by Councilmember Mercer, that the City Council endorse the solar energy project at Chabot College and grant to the National Science Foundation. C~uncil referred this matter for further study at the Budget hearings. Mr. Campbell presented a letter from the School District Office dated April 20, 1977, regarding exemption or reduction of water and garbage rates. Council referred this matter for further study at the Budget hearings. Council also instructed staff to write a letter to the School District Office, clarify- ing the City's position on this matter and its relationship to Zone 7 (the actual rate setting authority for water rates). Mr. Campbell presented a letter from the Valley Volunteer Bureau dated April 14, 1977, thanking the Council for their recent financial aide, and requesting further assistance for the coming year. Council referred this matter for further study at the Budget hearings. REPORTS OF THE CITY ATTORNEY Amendment to Fees and Charges Resolution Mr. Scheidig presented his report dated April 21, 1977, regarding this matter. Council discussion ensued regarding various fees and charges they felt should be amended that were not included in this amendment. Staff requested Council- members to make a list of their proposed rate changes to be presented at the Budget hearings for review and recommendation at that time. 7. 4/25/77
