It was moved by Councilmember Mercer, and seconded by Councilmember LeClaire, that Resolution No. 77-117, awarding the bid for Nuisance Abatement Program for 1977 to Spilker Tree Service, Inc., at $23.54 per hour, and authorizing the appropriate City officials to execute the Contract, be adopted. The roll call vote was as follows: AYES: Ceuncilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox NOES: None ABSENT: None Review of Bids; Award of Contract for Valley Avenue and Santa Rite Road Water Line Mr. Sooby presented his report dated April 19, 1977, regarding this matter. It was moved by Councilmember LeClaire, and seconded by Councilmember Mercer, that Resolution No. 77-118, awarding bid for the installation of a Water Main at the Intersection of Valley Avenue and Santa Rita Road - Project No. 77-4, to Raymond J. Haug, 1733 Murdell Lane, Livermore, in the amount of $6,636.00, and authorizing the appropriate City officials to execute the Contract, be adopted . The roll call vote was as follows: AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and M~yor Philcox NOES: None ABSENT: None Request for four Septic Tank Approvals, Castlewood Enterp.rises~.Southe~st. corner of Foothill Road and Bernal Avenue FLr'. Sooby presented his report dated April 19, 1977, regarding this matter. Ted Fairfield, MacKay and Somps, representing Castlewood Enterprises, stated there was no intention to further subdivide the property beyond the four parcels requested. Council discussion ensued regarding additional conditions to insure the property would not be further subdivided and proper location of prospective houses to allow maximum separation of Septic Tanks. It was moved by Councilmember Herlihy, and seconded by Councilmember Mercer, t,hat Resolution No. 77-119, approving application for four Septic Tanks for Castlewood Enterprises, Foothill Road at Bernal Avenue, subject to the follow- ing conditions: (1) That percolation tests to be performed by Alameda County Health Department indicate acceptable percolation rates in the areas of the new septic tank leech fields; (2) That the standard septic tank agreement for each parcel be approved by the City Council at this time and be executed prior to issuance of a building permit on the proposed parcels; (3) That the requirements and conditions of the Alameda County Health ~epartment be fully complied with; (4) That applicant develop and submit a plan indicating feasible connections to the public sewer-system, this plan would be used in preparing the septic tank agreements, specifically in indicating when a connection to the public sewer system would be required; (5) That homes be situated on parcels B, C, and D so as to eliminate or minimize the potential for resubdivision of these parcels that might result in application for additional septic tank approvals; and (6) -~b. at this approval be subject to approval of the application for Minor Sub- division 77--5 now pending before the City, be adopted. 5. 4/25/77
