Request from J. Madden .to ~nn.ex property on Stanley Boulevard <br /> Mr. Sooby presented his report dated April 19, 1977, regarding this matter. <br /> <br /> Council discussion ensued regarding the advantages and disadvantages of <br />annexation of the entire unincorporated area of Stanley Boulevard vs. partial <br />annexation of only the Madden property. <br /> <br /> Earl Augusta, 3963 Stanley Boulevard, presented his report dated April 25, <br />1977, regarding annexation and service-commercial prezoning of the Madde~ <br />parcel. He requested Council and staff participation in neighborhood meetings <br />so the residents could get all the facts before deciding on this issue. <br /> <br /> Mrs. Sandy Sinclair, 4005 Stanley Boulevard, read the petition that had <br />been originally presented to the City Council regarding opposition to rezoning <br />to commercial in the county because of traffic hazards and significant impact <br />on the unique environment of this area. Mrs. Sinclair presented a petition <br />signed by 28 residents of the Jensen Tract area, which read as follows: "We, <br />the undersigned, oppose the proposed rezoning of Joe Madden's property on <br />Stanley Boulevard from residential/agricultural to commercial. We are resi- <br />dents of the Jensen Tract area, an area of nice, older, established homes <br />situated approximately North of the Madden property. While most of us have <br />never happily tolerated the overabundant horse population on Mr. Madden's <br />property, we are MOST DEFINITELY against the proposed commercial zoning. We <br />feel that this is the first step in the gradual deterioration of the residen- <br />tial quality of Stanley Boulevard. If and when that happens, the Jensen area <br />will back onto commercial, which will de-value and detract from our area, as <br />well. Don't the older neighborhoods such as Stanley and the Jensen area <br />deserve your protection? We believe that they dol". Mrs. Sinclair also <br />presented her request,dated April 25, 1977, asking for cost comparisons for <br />Stanley Boulevard residents between existing County and City taxes, benefits, <br />etc. <br /> <br /> William Hirst, Attorney representing Joe Madden, concurred that the matter <br />should be referred to staff for additional information. <br /> <br /> After further discussion, it was moved by Councilmember Brandes, and seconded <br />by Councilmember LeClaire, that the request of Joe Madden to annex property on <br />Stanley Boulevard be referred to staff for review and report. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Philcox recessed the meeting at 9:40 P.M. <br /> <br /> ~ayor Philcox reconved the meeting at 9:50 P.M. <br /> <br />REPORTS OF THE CITY MANAGER (Contd.) <br />Review of Bids; Award of Contract for Nuisance Abatement~ 1977 <br /> Mr. Scheidig presented the report of the Fire Prevention Officer dated <br />April 18, 1977, regarding this matter. <br /> <br /> 4. 4/25/77 <br /> <br /> <br />
