MATTERS CONTINUED FOR DECISION <br />Request from Pleasanton Garbage Service for a Garbage Rate Increase <br /> Mayor Philcox continued this item to the meeting of May 9, 1977, as requested <br />by Councilmember Brandes and agreed to by Pleasanton Garbage Service in a letter <br />from Attorney William Hirst dated April 22, 1977. <br /> <br />SPECIAL REPORTS <br />Request of "Friends o.f t~e Foothill Library" to han~ banner on Main Street Sign <br /> Mr. Campbell presented a letter from Friends of the Foothill Library dated <br />April 14, 1977, requesting permission to hang a banner on the Main Street Sign <br />from ~y 17-22, 1977, advertising money raising events of this group. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember LeClaire, <br />that permission be granted to Friends of the Foothill Library to hang a banner on <br />the Main Street Sign from May 17-22, 1977, subject to conditions established by <br />the Director of Engineering Services. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no Reports of Boards and Commissions presented at this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />Application for Septic Tank Approval~ Ev~nM.91ical Free Ch.~rch~ Valley. Trails Drive <br /> Mr. Sooby presented his report dated April 18, 1977, regarding this matter. <br /> <br /> Mr. Don Scheer, 177 Winged Foot Place, San Ramon, representing Evangelical <br />Free Church, rebutted the staff's recommendation for denial on Septic Tank <br />Permit. He stated the Church could change the site of the proposed Septic <br />Tank to locate it a greater distance from the surrounding residential area. <br />He emphasized the fact that the County Health Officer had recommended approval <br />of the application, and urged Council to allow the Septic Tank to be installed <br />on this site for the Church's use. <br /> <br /> Council discussion ensued regarding control of seepage, depth of proposed <br />Septic Tank, estimated amount of flow, effect on the underground water basin, <br />impact on surrounding environment, perc~lation tests, equality with other <br />church and business applications in the area, setting a precedent, proximity <br />to Water Well, location in an urbanized area, and other related items. Council- <br />member Herlihy stated he felt the applicant met all the City standards and that <br />the application should be approved. <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember <br />Brandes, that Resolution No. 77-116, denying the application for Septic Tank <br />for the Evangelical Free Church, Valley Trails Drive, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmember Brandes, LeClaire, Mercer, and Mayor Philcox <br />NOES: Councilmamber lterlihy <br />ABSENT: None <br /> <br /> 3. 4/25/77 <br /> <br /> <br />
