The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herl~hy, LeClaire, Mercer, and Mayor Philcox <br />NOES: ~jone <br />ABSENT: None <br /> <br />REPORTS OF THE CITY MjuNAGER <br />Further Review of Main Street Signals <br /> Mrs. Joyce Getty, representing the Downtown Merchants Committee and Chamber <br />of Commerce, requested that the newly submitted sketches of Main Street signal <br />design be reviewed by these organizations as well as the Design Review Board. <br />Council concurred, and requested that com~ments be forthcoming as soon as pos- <br />sible from these groups. Plant Sewer Permit Allocations <br /> Mr. Campbell presented his report regarding this matter. <br /> <br /> M~. Scheidig reminded the Council that the obligation of 65 DUE's to <br />Morrison Homes was not included in the total allocations listed in Mr. Camp- <br />bell's report. <br /> <br /> 5~yor Philcox stated that since the Sunol Plant was apparently operating <br />satisfactorily he felt that as many permits for sewer allocations as possible <br />should be granted in order to satisfy persons who are trying to develop. <br /> <br /> Councilmember LeClaire expressed concern regarding the reliability of the <br />Sunol Plant, and Morrison Homes long range plans for sewer allocations and the <br />Cit ' <br /> y s obligation to grant their permit requests. <br /> <br /> Councilmember Brandes stated that the granting of these sewer allocations <br />plus the 65 outstanding permits to Morrison Homes brought the total above the <br />2% growth rate. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by <br />Councilmember Herlihy, that Resolution No. 77-108, to (1) Continue with a <br />cautious program of allocating a limited number of connections annually with <br />a six month review period; (2) Allocate 40 connections to H~ C. Elliott, Inc., <br />for single family houses in Vintage Hills; (3) Allocate 24 connections to <br />scattered single family houses on existing lots on a first come first served <br />basis; (4) Allocate 41 dwelling unit equivalent connections to multiples on a <br />first come first served basis as design review approval is obtained; (5) <br />Allocate 35 dwelling unit equivalent connections to commercial and industrial <br />on a first come first served basis as design review approval is obtained; (6) <br />Continue the previous allocations not yet used - (San Francisco Industrial <br />Property - 5; Presbyterian Church - 3.3; Morrison Homes - 1; Unspecified <br />Single Family Lot- i); (7) Reaffirm the timing for paying the sewer connec- <br /> <br /> 6. 4/11/77 <br /> <br /> <br />
