tton fee and obtaining permits for the various use categories as contained in <br />Resoi~tion No. 76-83, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, Mercer, and ~{ayor Philcox <br />NOES: Councilmember LeClaire <br />ABSENT: None <br /> <br /> Councilmember Harlihy stated that Council had received a letter from Frank <br />Auf der Maur requesting sewer permits as soon as possible in order to get off <br />of Holding Tanks, and requested staff to report back regarding this matter. <br /> <br /> Councilmember LeClaire stated she was concerned about the long range <br />ramifications of granting such a request. and felt that it should not be con- <br />sidered. ~ <br /> <br /> After discussion, Mayor Philcox instructed staff to investigate this matter <br />and report to Council. <br /> <br />SPECE~L REPORTS <br />Discussion Re:.va!!ey Plannin~ committee and COVA <br /> Councilmember Mercer that in light of Livermore's withdrawal from COVA, <br />should the Joint Powers Agreement be amended. <br /> <br /> Mayor Philcox questioned the effectiveness of COVA without participation <br />from Livermore. <br /> <br /> Councilmember Herlihy stated he felt such a body was vital to the ValIey. <br />He suggested that possibly all Valley agency officials could meet quarterly <br />to discuss items of interest to the Valley. <br /> <br /> Co~ncilmember Brandes suggested having a joint meeting once a year with <br />Livermore, once a year with V.C.S.D., and a combined meeting once a year, to <br />discuss common problems. <br /> <br /> Councilmember LeClaire stated she felt COVA has proved to be worthless, <br />and that if there is need for Valley-wide meetings these can be specially- <br />called meetings. <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember <br />Brandes, that the City of Pleasanton withdraw from COVA effective June 30, <br />1977. <br /> <br /> ~yor Philcox stated he would prefer to make a decision on this matter <br />after the next meeting of COVA on April 14, 1977. <br /> <br /> After further discussion, it was moved by Councilmember Mercer, and seconded <br />by Councilmember Herlihy, to table indefinitely any decision regarding City of <br />Pleasanton withdrawal from COVA. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, Mercer, and Mayor Philcox <br />NOES: Councilmembers Brandes and LeClaire <br />ABSENT: None <br /> <br /> 7. 4/11/77 <br /> <br /> <br />
