Councilmember Mercer stated he felt the $25,000.00 Reserve Fund should be <br />excluded from the rate increase considerations. He asked that Pleasanton Gar- <br />bage Service consider giving more services to the community such as Senior <br />citizen rates, additional free Spring cleaning pickups, one weekend of free <br />dumping, charge Livermore and Dublin residents a higher rate for dumping in <br />Pleasanton Transfer Station. Mr. Mercer stated he felt the 2~ acre dump site <br />development costs should be excluded from the negotiations for rate increase. <br /> <br /> Councilmember LeClaire stated she had serious problems justifying three rate <br />increases within three years at 84%. She felt other Councilmembers remarks <br />contained similar views to her own. <br /> <br /> Councilmember Herlihy stated he was not preparedTto make a decision on the <br />matter at this time. He asked that consideration be given to a base rate for <br />one can service with higher rates on additional cans. He indicated that he <br />would like to see the Company's balance sheets. <br /> <br /> ~yor Philcox stated he felt the rate of equity was a proper approach but <br />that 12% return seemed high. He also indicated that the items identified by <br />previous Councilmembers for exclusion from the rate increase had his support. <br /> <br /> Council discussion ensued regarding continuance of this item for additional <br />financial information. Mr. Hirst requested the matter be placed on the agenda <br />of the next regular meeting of City Council. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, <br />to continue the request of Pleasanton Garbage Service for garbage rate increase <br />to the City Council meeting of April 25, 1977, 8:00 P.M., Pleasanton Council <br />Chambers, and requested profit and loss balance sheets for review before that <br />date, and that any rate increase granted would be retroactive to April I, 1977. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />F~TTERS CONTINUED FOR DECISION <br />~.0ption of Ordinance No. 817~ amendinM Article 9 (I Industrial Districts)~. <br />Chapter 2 (Zoning), Title II(Zqnin~ and Development) by removin5 certain <br />permitted and conditional uses in the I-P (Industrial Park) District and <br />placing. them in the. I-G (General Industrial) District and deletin~ certain <br />other pe.rm..it~ed uses ..(Intro~p~ed on 3-28-77 b.y. a 4-1 vote) <br /> ~yor Philcox stated that Ordinance No, 817 was introduced on March 28, <br />1977, by a 4-1 vote and that it was now In order to adopt the ordinance. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember Mercer, <br />that Ordinance No. 817, amending Article 9 (I Industrial Districts), Chapter 2 <br />(Zoning), Title II (Zoning and Development) by removing certain permitted and <br />conditional uses in the I-P (Industrial Park) District and placing them in the <br />I-G (General Industrial) District and deleting certain other permitted uses, <br />be adopted. <br /> <br /> 5. 4/i1~77 <br /> <br /> <br />
