Campbell presented his report dated April 5, 1977, regarding this <br />neuter. <br /> <br /> Mayor Philcox declared the public hearing open. <br /> <br /> Mr. William Hirst, Attorney representing Pleasanton Garbage Service, <br />explained the necessity for the rate increase request and the method of fair <br />rate of equity approach as the better way to determine the rate increase. <br /> <br /> M~. Charles Gielow, Accountant for Pleasanton Garbage Service, explained <br />the accounting procedures and financial condition of the fir~. <br /> <br /> The following persons spoke in opposition to the garbage rate increase <br />and asked various questions regarding this matter: <br /> <br /> Barry McDonald, 1820 Cortez Court <br /> Oliver Anjo, 2403 Raven Road <br /> Richard L. Fraga, 1486 Kolln Street <br /> Harold Johnson, Pleasanton <br /> George Canessa, 3796 Pinot Court <br /> <br /> Mr. Hirst rebutted the testimony of opposition to the garbage rate increase <br />and answered questions related to this matter. <br /> <br /> Mr. Gielow answered questions related to costs, expenditures, and operating <br />and accounting procedures. <br /> <br /> There being no further public testimony, ~yor Philcox declared the public <br />hearing closed. <br /> <br /> Councilmember Brandes stated that while he thought a rate increase was <br />justified he felt he needed additional financial information to determine the <br />rate of increase necessary to allow a fair rate of return for Pleasanton Garbage <br />Service. Mr. Brandes expressed concern at the number of requests for rate in- <br />crease by Pleasanton Garbage Service in the last three years, the high percent- <br />age of rate increase requested, and the inefficiency of the business. He sug- <br />gested that perhaps City should undertake garbage collection. Mr. Brandes <br />stated he was not prepared to make a decision at this time and requested to <br />review the balance sheets of Pleasanton Garbage Service for the past five years. <br />He further stated he felt the 2~ acre former dump site on Vineyard Avenue and <br />the $25,000.00 Reserve Fund should not be included in the rate increase con- <br />siderations. Mr. Brandes had no problem with making any rate increase which <br />is justified retroactive to April 1st. <br /> 4. 4/11/77 <br /> <br /> <br />
