Councilmember LeClaire also stated that Condition 9 of the Planning Commission <br />report was not in agreament with the policy of the City Council regarding private <br />sewage disposal for residential development. Mr. Scheidig read amended language <br />to clear up this matter. Council concurred with this wording change. <br /> <br /> Councilmember LeClaire stated that reference to "moderate income" housing <br />should be changed to "upper-middle income" housing because of the price range <br />of this development. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember LeClaire, <br />that Ordinance No. 816, to be readby title only and waiving further reading <br />thereof, to rezone approximately 1.42 acres located on the west side of Sonoma <br />Drive between Junipero Street and developed lots to the south"of Junipero Street, <br />from the ~M-2500 (Multiple Residential) District to ~he POD (Planned Unit Develop- <br />ment) District and for approval of a development plan for a proposed 13-unit <br />"garden court" home subdivision on the 1.42 acre site and amending the Zoning <br />Map of the City of Pleasanton accordingly, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />Application of the City of Pleasanton for an amendment to the General Plan which <br />would change the land use des.i~nation of an approximately 51-acre area located <br />im~.ed.iat. ely south.of the Arroyo Mocho and east of Martin Avenue (if extended <br />northward to the Arroyo Mocho) from "Sand and Gravel Harvesting" to "Medium <br />Density Residential" use <br /> ~VLr. t~rris presented his report dated ~rch 21, 1977, regarding this matter. <br /> <br /> Mr. Scheidig stated the environmental assessment - the attached negative <br />declaration for this project - would have to be acted on concurrently. <br /> <br /> ~'~yor Philcox declared the public hearing open on the application and the <br />negative declaration determination. <br /> <br /> No one spoke in favor of the application. <br /> <br /> Mr. Chuck Seymour, 492 San Gabriel Court, spoke in opposition to this item <br />expressing his concern regarding the number of amendments being made to the <br />General Plan, and the affect this large land use change would have on the en- <br />vironment. <br /> <br /> There being no further public testimony, ~yor Philcox declared the public <br />hearing closed. <br /> <br /> Councilmember Brandes stated he felt that the large amount of acreage of <br />this application would have a significant effect on the environment and moved <br />that an Envirommental Impact Report be required on this amendment request. <br />The motion was seconded by Councilmember Mercer. <br /> <br /> Councilmember LeClaire expressed concern regarding the numbar of "maybe's" <br />on the check off list of the negative declaration, seismic measures, air quality, <br />absorption rate of soil, flood control, and airport noise, and stated she was <br />opposed to the negative declaration on these grounds. <br /> <br /> 3. 3/28/77 <br /> <br /> <br />
