265 <br /> <br /> REPORTS OF BOARDS AND COmmISSIONS <br /> Report of the Plan~inS Commission, Re: Review of LanSuaSe for City.'s policy <br /> on Public Buildings <br /> Mr. Harris presented his report dated March 8, 1977, regarding this matter. <br /> <br /> Councilmember Mercer requested a definition of the word "encourage" as it <br /> is used in the policy statement adopted by the Planning Commission. Consider- <br /> able Council discussion ensued regarding the responsibility of City staff en- <br /> couraging prospective developers to locate near the Civic Center site. Council <br /> stressed that all proposed developments would be considered no matter where the <br /> location in the City occurred, though Council's preference would he for first <br /> consideration near the Civic Center if possible. <br /> <br />~' Councilmember LeClaire expressed concern regarding the term "adjacent" <br />~+. · <br /> <br />~T.. After discussion, it was agreed that this meant "in the vicinity" of the Civic <br />~- Center. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Mayor Philcox, that <br /> Resolution No. 77-75, formulating the policy on public building with the <br /> clarifications enunciated by the Council, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br /> NOES: None <br /> ABSENT: None <br /> <br /> R__eport of the Human Services Commission~ Re: Recommendation of Projects for <br /> Title 6 CETA Fundi~5 <br /> Mr. Caporus~o presented his report dated ~rch 9, 1977, regarding this <br /> matter. He stated that of the twelve recommended projects proposed by the <br /> Human Services Commission, that Livermore had already approved two of these <br /> projects thus these projects would be omitted from Pleasanton's list in the <br /> request for funding. <br /> <br /> Mr. John Brown, Deputy Director of ACTEB/ACAP, explained the guidelines <br /> and time frames of funding the projects. <br /> <br /> Councilmember LeClaire further elaborated on the work of ACTEB/ACAP, and <br /> commended the outstanding dedication of the ACTEB/ACAP staff. <br /> <br /> Ms. Carolyn Morse, 33447 Western Avenue, Union City, representing }~npower <br /> Training Center, requested Council consideration of funds for two positions at <br /> the New Haven Unified School District, stating the school serves residents of <br /> the Valley. <br /> <br /> Mrs. Sharon Kosch, Chairman of the Human Services Commission, discussed <br /> this Commission's organization and work thusfar, and expressed the need for <br /> a Needs Assessment Survey in order to better ascertain the special needs of <br /> the conunity. <br /> Brandes <br /> Councilmember/expressed his concern that more park maintenance men should <br /> be included in the priority list. <br /> <br /> 4. 3/14/77 <br /> <br /> <br />
