Mr..Sooby presented an oral report on traffic circulation. <br /> <br /> Vice Mayor LeClaire declared the public hearing open. <br /> <br /> Mr. Chris Beratlis, 425 Main Street, spoke in favor of the item. During <br />his presentation and in response to a question from Councilmember Brandes, Mr. <br />Beratlis acknowledged that he was aware that any median breaks which the City <br />Council may authorize may be changed or discontinued in the future as circum- <br />stances disrate; thus the Center may have its traffic flow affected accordingly. <br /> <br /> Mr. Jack Berkley, 2356 Via Espada, spoke in opposition to this item. He <br />expressed concern regarding traffic safety and traffic patterns. <br /> <br /> There being no further ~Ublic testimony, Vice Mayor LeClaire declared the <br />public hearing closed. <br /> <br /> After considerable discussion, Council Concurred to add two conditions to <br />the list of conditions already imposed as follows: (1) That the Council has <br />the option of changing the median breaks later on if it is deemed necessary; <br />and (2) That landscaping be placed on the right length of the driveway. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, <br />that Resolution No. 77-5q, approving an application of Chris Beratlis for de- <br />sign review for a 43,632 sq. ft. shopping center proposed to be constructed at <br />the northeast corner of the intersection of Valley Avenue and Hopyard Road, <br />zoning for the property being C-C (Central Commercial.) District; and median <br />breaks as established by the Director of Engineering SeF~ices; all subject to <br />conditions as set forth by the Planning Commission and' City Council, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, Mercer, and Vice Mayor LeClaire <br />NOES: None <br />ABSENT: None <br />ABSTAINED:Mayor Philcox <br /> <br /> Vice Mayor LeClaire returned control of the meeting to Mayor Philcox <br /> <br /> Mayor Philcox recessed the meeting at 9:05 P.M. <br /> <br /> >~yor Philcox reconvened the meeting at 9:15 <br /> <br />PUBLIC HEARINGS (Contd.) <br />Application of Morrison Homes~ Inc., for a planned unit development for an <br />ai'Dp~_iI.xima.t.e. I7. 65-unit sinSle famil7 residential development on a <br />Pcr? parcel of land located on the south side of the Del Vali.ey ParkwSy <br />imme.diat.ely east of Hopyard. Road <br /> ~yor Philcox stated there was a difference of opinions between the Planning <br />Connnission, Park and Recreation Commission, and staff regarding this matter, and <br />that staff requested a continuance of two weeks to reconsider these differences. <br /> <br /> ~=r.
