Mayor Philcox stated that the Environmental Impact Report will be considered <br />before any decision is made, but after testimony was taken. <br /> <br /> M~yor Philcox declared the public hearing open. <br /> <br /> Mr. Woody Pereira, representing the applicant, explained the proposed <br />development plan and asked for Council direction on how to proceed in view <br />of'the differences of opinion on this item. <br /> <br /> Mr. John Fitzgerald, 4869 Del Valle Parkway, spoke regarding the Del Valle <br />Parkway and supporting a frontage road. <br /> <br /> Mrs. Mary Singleton, 4685 Del Valle Parkway, stated she felt the Arroyo <br />should be preserved. <br /> <br /> There being no further public testimony, Mayor Philcox declared the public <br />hearing closed. <br /> <br /> Considerable Council discussion ensued regarding possible solutions to <br />problems and concerns in the proposed development plan, and the trail syst'em <br />adjacent to the property. Each Councilmember stated they felt major changes <br />should be made in the proposed plan for a better development. The consensus <br />on major changes were: <br /> <br /> 1. Houses along the Del Valle Parkway should front on <br /> 2. A trail system along the Arroyo Del Valle should exist; <br /> 3. An interior circulation road should front along the Arroyo Del Valle <br /> and homes oriented toward it. The exact length of frontage was not <br /> determined - two Councilmembers expressed a preference for the road <br /> to go along the entire length of frontage on the Arroyo; <br /> 4.Any fron6age road should be paid for by homeowners along the Del <br /> Valle Parkway; <br /> 5.A review of the precise plan line of the Del Valle Parkway should <br /> be considered to determine if the parkway needs to be 120 £t. wide. <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember <br />Brandes, that Resolution No. 77-58, denying without prejudice, the application <br />of Morrison Homes, Inc., for a planned unit development for an approximately <br />65-unit single family residential development on a roughly 2B-acre parcel of <br />land located on the south side of the Del Valle Parkway immediately east of <br />Hopyard Road, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> Mr. Scheidig stated there was no need to consider the Enviro~ental Impact <br />Report on this matter at this time due to the above decision. <br /> <br /> Councilmember LeClaire requested and Council concurred that the ~ity <br />Attorney's office investigate what can be done to eliminate the unsightly <br />debris at Richardson Trucking and Deetz Construction properties, which face <br />the Arroyo del Valle. <br /> <br /> 6. 2/28/77 <br /> <br /> T <br /> <br /> <br />
