After further discussion, it was moved by Councilmember Mercer, and seconded <br />by Councilmember Brandes, to continue the matter of Ballot Measure Information <br />to the meeting of February 28, 1977, and instructed the City Attorney to present <br />sample wording for the Ballot Measure at that time. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />~p~rt~ Re: Water Conservation Study <br />Mr. Campbell presented his report dated February 8, 1977, regarding this <br />matter. He also presented a mailgram dated February 12, 1977, from Governor <br />Brown, and a letter from the Division of Water Rights in Sacramento dated <br />December 10, 1976, relating to this item. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by <br />Councilmember LeClaire, that Resolution No. 77-43, approving the report of the <br />Assistant City Manager dated February 8, 1977, with the recommendations for <br />water conservation contained therein and authorizing negotiations with Zone 7 <br />regarding its contract with the City for water purchase; authorizing contact <br />with San Francisco regarding possible use of their well fields for emergency <br />purchase of water; and amending the budget of the Engineering Division of the <br />Department of Community Development by $2,500.00, to allow additional engineer- <br />ing studies regarding the use of San Francisco well systems in the City's <br />water system, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Philcox appointed Councilmember Herlihy to meet with Zone 7 in'an <br />attempt to negotiate with the Zone its contract with the City regarding the <br />purchase of State water and limitation on the use of the City's wells. <br /> <br />Review of Property filed under MS-76-14 (Morris-Stulsaft Testamentary Trust) <br />for th~ purpos.e of exempting it from the Limited Growth Policy <br /> Mayor Philcox declared this item withdrawn from the agenda as requested by <br />staff. <br /> <br />Presentation of the Mid-Year BUdge~ Review <br /> Mr. Walker presented the 1976-77 Mid-Year Budget. <br /> <br /> ~ouncil concurred to meet on February 24, 1977, 5:00 P.M., in Adjourned <br />ReguLar Session to review and discuss this matter. <br /> <br />Report., Re; Authorization to file Application for S.B. 174 Grant Funds <br /> Mr. Sooby presented his report dated February 7, 1977, regarding this <br />matter. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember Mercer, <br />that ~esolution No. 77-44, approving the need basis grant application for grant <br />funds under the urban open-space and recreation program, be adopted. <br /> <br /> 7. 2/14/77 <br /> <br /> <br />
